The Facilities Services is seeking an experienced Construction Manager 2 to oversee and execute capital construction and improvement projects across our facilities.

This position is a job rotation anticipated to last 12 months, though may be extended or decreased due to business need. This rotation is available for current, regular status employees (contract employees excluded) of the Oregon Department of Corrections, Oregon Corrections Enterprises, or Oregon Board of Parole, Probation, and Post-Prison Supervision with their current manger's approval.

About The Job – Your Role

In this position, you will oversee the full lifecycle of capital construction and improvement projects, ensuring they are completed on time, within budget, and in compliance with public works contracting laws. You will coordinate with design professionals, contractors, and internal stakeholders to align projects with the Department’s operational and security needs while proactively addressing challenges to keep work on track.

This position is represented by American Federation of State, County, and Municipal Employees (AFSCME). This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.

Minimum Qualifications

A Bachelor’s Degree in Construction Management, Business Administration, Public Administration, Architecture, Planning or Engineering; AND three years of progressively responsible experience related to the class series concept;

OR

An Associate Degree (or comparable course work) in Architectural, Construction or Engineering Technology; and four and one-half years of progressively responsible experience related to the class series concept;

OR

Six years of progressively responsible experience related to the class series concept.

  • Valid FCC license
  • Valid Oregon Driver’s License

Requested Skills

  • Evaluate construction plans, drawings, estimates, and contract documents for accuracy and useful design, and compliance with regulations and project requirements
  • Evaluate the work of contractors for adherence to contract plans, specifications, and General Terms and Conditions
  • Monitor projects to determine contract conformance with quality of construction, scheduling, and progress billings
  • Review schematic design and material specifications for conformance with Department standards and building codes with architects, engineers, and other related professionals
  • Technical support for the development of construction contracts, professional services contracts, and emergency declarations
  • Draft Request for Proposals and participation in competitive selection process
  • Knowledge of Attorney General’s Model Public Contracting Rules
  • Manage the design and construction of commercial building projects
  • Experience effectively communicating technical information and project requirements to groups or individuals

Working Conditions

Periodic contact with incarcerated felony offenders. Office environment requires the use of tact and sensitivity. Use of Video terminal for extended periods of time. May be required to periodically work extended hours. Requires frequent travel to reach institutions, consultants, regulatory agencies and construction sites, and may include overnight travel. Work may involve exposure to inclement weather and require wearing of protective clothing during on-site inspections of construction projects.

The salary range listed above is for non-PERS qualifying applicants. PERS qualifying applicants may be eligible for an adjusted range to reflect an additional 6.95%.

About The Process – What To Expect

Requirements For Employment

The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.
