We are seeking a Business Analyst to join our Office of Finance and Technology at the
Oregon Department of Education
. This is a Limited Duration position ending June 30th, 2027, represented by the
Service Employees International Union (SEIU)
.

This role is a hybrid of remote work and will need to report to office when business or operational needs are dependent on onsite activities. Remote work is embraced to the fullest extent possible without interfering with business.

The SSF Modernization Business Systems Analyst position is located within the Information Technology Section of the
Office of Finance and Information Technology
(OFIT). OFIT provides support services to the agency as well as direct programs through distinct units. The Information Technology Section meets ODE’s technology needs in support of ODE’s mission. The work of the IT Section impacts staff and students in every school, program, school district and education service district in the state.

What You Will Do!
The primary purpose of this position is to provide business systems analysis for the State School Fund System Modernization Initiative within the Oregon Department of Education. This initiative is focused on modernizing and re-envisioning how technology is applied and can support the valuable work of ensuring that Oregon students via their schools are receiving the funding necessary for every learner to thrive.

Typical Duties Include:
  • Analyze system narrative statements and program requirements and translate them into user stories and functional system, and program specifications.
  • Participate in the evolution of solution development methodologies; develop and validate test plans against requirements and design documents
  • Manage business requirements, scope, configuration management and change control, issue logs, testing, and verification and validation of new systems.
  • Evaluate computer hardware, software, and systems; make recommendations to meet customer needs.
  • Plan, organize, monitor, and coordinate Information Systems and services for agency business areas. Develop expertise in the business processes, requirements, and rules of the division(s) to which assigned.
  • Provide assistance and help document business cases and other documentation needed by Oregon Enterprise Information Service during assigned projects.
  • Meet (and correspond) regularly with business area customers to determine technical needs that address business requirements.
  • Communicate with customers in non-technical language

Minimum Qualifications (Need to Have)

(a) Six (6) years of information systems experience in:
business or systems analysis;
OR
(b) An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field;
AND
four (4) years of information systems experience in:
business or systems analysis;
OR
(c) A Bachelor's degree in Information Technology, Computer Science, or related field
AND
two (2) years of information systems experience in:
business or systems analysis;
OR

(d) Master's degree in Information Technology, Computer Science, or related field may substitute for all of the above.

Minimum qualifications must be met to qualify for this position.
Desired Attributes (Nice to Have):
  • Experience working as a professional business analyst
  • Experience working in a public sector role (Local, State, and/or Education)l
  • Experience using Microsoft T-SQL (at least two years)
  • Experience using and managing metadata for applications
  • Experience with application documentation and troubleshooting
  • Experience providing user support including resource planning and project management
  • Experience identifying and defining user requirements; and developing workable solutions to meet the requirements
  • Experience working with and supporting financial teams & solutions
