We are seeking a Fiscal Transparency Analyst to join our Office of Finance and Information Technology at the
Oregon Department of Education
. This is a Permanent represented by the
Service Employees International Union (SEIU)
.

This role is a hybrid of remote work and will need to report to office when business or operational needs are dependent on onsite activities. Remote work is embraced to the fullest extent possible without interfering with business.

The Office of Finance and Information Technology (OFIT) provides timely and reliable fiscal, administrative, and information technology services. This work is designed to ensure that all agency services adhere to applicable laws and regulations while seeking solutions focused on the needs of Oregon’s children. OFIT contributes to an infrastructure that allows ODE staff to focus on the core mission of leadership, accountability, and school improvement. OFIT consists of six Units for Financial Services, Budget Services, Business Services, Procurement Services, School Finance and Facilities, and Information Technology. Collectively, the office covers a full range of business services that are provided to support agency staff and external partners. Through these different Units, the mail is processed, bills are paid, contracts are developed and executed, the agency budget is developed, funds are managed and distributed to local schools districts, and ESDs, school buildings are monitored to ensure the safety of our children, information technology and project management support is given to both internal and external customers, technology solutions are developed, enhanced, and managed; and agency facilities/space issues are addressed. OFIT acts as reliable customer service partners for the rest of the agency to meet the business needs and objectives of our mission.

What You Will Do!

The primary purpose of the Fiscal Transparency Analyst is to enhance the agency's capacity for transparent financial reporting and analysis by developing, implementing, and maintaining data-driven strategies and fiscal transparency systems. This position is responsible for designing and evaluating analytical tools, dashboards, and reporting mechanisms that provide actionable insights into the local education agency’s fiscal operations and budgetary decisions. The Fiscal Transparency Analyst plays a crucial role in ensuring the accuracy, integrity, and accessibility of financial data, which supports both internal operational needs and external accountability requirements. Within this program, the Fiscal Transparency Analyst collaborates closely with senior management, program leaders, and IT staff to align fiscal transparency initiatives with the agency's strategic goals. This position functions as a key advisor in financial analysis, program evaluation, and project management, ensuring that data-driven insights inform strategic decision-making and enhance operational effectiveness. Additionally, the Fiscal Transparency Analyst manages cross-functional teams to execute fiscal transparency projects, ensuring timely delivery of solutions that optimize fiscal reporting and support continuous improvement.

Typical duties include:
  • Plan, execute, and monitor key projects within the Fiscal Transparency Program, ensuring alignment with state policies and transparency objectives.
  • Develop and implement financial transparency initiatives, coordinating with internal teams, school districts, and external stakeholders to ensure project goals are met.
  • Define project scope, resources, timelines, and budgets, ensuring all projects are delivered on time and within budget while meeting the program’s strategic objectives.
  • Monitor project progress, identifying risks and implementing mitigation strategies to ensure the successful completion of transparency initiatives.
  • Coordinate cross-functional teams to integrate financial reporting improvements, ensuring consistency and alignment with legislative and operational goals.
  • Track performance metrics for each project, providing regular updates and reports to senior management on the status, outcomes, and any needed adjustments.

Minimum Qualifications (Need to Have)

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Minimum qualifications must be met to qualify for this position.

  • Experience in the development, implementation and evaluation of strategic organizational goals, plans and policies. Experience analyzing complex and sensitive issues and situations, identifying alternative solutions, and forecasting consequences of proposed actions and implementing recommendations in support of strategic organizational goals, plans and policies.
  • Budget planning and preparation including forecasting and establishing budget projections associated with revenue streams. Strong knowledge of the principles and process of budgeting and financial management as it relates to operational management and program delivery. Understanding of state and federal funding processes.
