We are seeking a Pupil Transportation Program Analyst to join our Pupil Transportation & Fingerprinting unit at the
Oregon Department of Education
. This is a permanent position represented by the
Service Employees International Union (SEIU)
.

This role is a hybrid of remote work and will need to report to the office when business or operational needs are dependent on onsite activities. Remote work is embraced to the fullest extent possible without interfering with business.

ODE’s Pupil Transportation and Fingerprinting Unit is responsible for the fingerprint-based criminal history checks for non-licensed public and private school personnel. Approximately 10,000 fingerprint records are processed annually through this unit. This unit also conducts driving records and Oregon criminal history checks for volunteers and prospective employees of both public and private schools using the Law Enforcement Data System (LEDS). Approximately, 18,000 driving and criminal history records are processed annually through this unit.

What you will do!

The primary purpose of this position is to administer statewide pupil transportation programs to ensure the safety and efficiency of school transportation systems across Oregon.

Typical Duties Include:
  • Policy Development & Advocacy: Developing Oregon Administrative Rules, testifying before legislative committees, and recommending policies to enhance school transportation safety and efficiency.
  • Training & Compliance: Planning and implementing driver training programs, monitoring school bus driver performance, and providing technical assistance to school districts.
  • Safety & Inspection: Overseeing bus inspections, assisting with route scheduling, and establishing safety standards for pupil transportation.
  • Community Engagement: Educating parents, school officials, and law enforcement on student safety, including pedestrian programs and traffic safety patrols.

Minimum Qualifications (Need to Have)

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree that demonstrates the capacity for the knowledge and skills required to coordinate or administer programs related to Pupil Transportation Programs AND four years experience coordinating or administering a program.

OR

Any combination of experience or education equivalent to seven years of experience coordinating or administering a program.

Qualifying program coordination or administration experience must include developing a stand-alone program or coordinating a stand-alone program which provides services external from an agency, such as providing services to state residents, local agencies, governments, non-profit organizations, or tribal governments.


Minimum qualifications must be met to qualify for this position.
Desired Attributes (Nice to Have):
  • Certifications & Licenses: Valid CDL with Passenger (P) and School Bus (S) endorsements, along with ODE certifications for school bus driver, Behind-the-Wheel (BTW) Trainer, Third Party Examiner, and annual inspector.
  • Expertise in Pupil Transportation & Safety: Extensive knowledge of Oregon pupil transportation regulations, vehicle safety standards, and student safety programs.
  • Strong Communication Skills: Excellent verbal and written communication for interacting with school officials, administrators, contractors, and the public.
  • Training & Certification Management: Experience developing, organizing, and delivering training programs for school bus drivers and transportation personnel.
  • Regulatory & Compliance Knowledge: Familiarity with Oregon Administrative Rules, federal motor vehicle standards, and compliance enforcement in school transportation.
  • Decision-Making & Problem-Solving: Ability to conduct site visits, assess compliance, inspect vehicles, analyze records, and make decisions impacting student transportation safety.
  • Collaboration & Public Engagement: Experience working with schools, law enforcement, and community organizations to promote transportation safety.
  • Technical Proficiency: Skills in standard office software, data systems, and ability to obtain LEDS and CJIS certifications.
