Business Analyst-Operations & Policy Analyst 2
The Technology Services Department within the Oregon State Hospital in Salem is seeking a Business Analyst to join our team. The primary purpose of the Business Analyst is to define requirements for new information systems and modifications to existing systems to ensure business needs are met, prepare documents for system acquisition through procurement or development, perform process reengineering to ensure work processes and business requirements are in alignment, and to prepare and execute plans for organizational change management and business transition from current to future states.
- This position is elegible for telecommuting.
What you will do!
This position will participate as part of a team in the decision making regarding complex information system design, acquisition, and implementation. This position will make decisions in conjunction with other TSM Staff, project sponsors, end-users, and information system staff required to acquire and implement information systems. These decisions will lead to the successful or unsuccessful implementation of systems and process changes that will primarily span multiple OSH campuses across the state and may secondarily affect systems and processes in other agencies or divisions such as Addictions and Mental Health, Office of Information Systems, or the Department of Administrative Services. The effect of decisions or the lack thereof will impact patients and staff at OSH. These effects may include, but are not limited to, enhanced treatment, safety and care of patients, increased or decreased recidivism, operational efficiencies,
Work in conjunction with stakeholders, project team, information system staff, and other agencies to analyze, plan, and document for system acquisition activities such as:
- Project initiation documents including project summaries, business cases, project charters, options analyses, and impact analyses, etc.
- Procurement documents including Requests for Information, Requests for Proposal, statements of work, etc.
- Design and development documents including functional requirements, mock-ups, specifications, use cases, traceability matrices, etc.
Work in conjunction with stakeholders, project team, information system staff, and other agencies to analyze, plan, and document system implementation activities such as:
- Implementation plans
- Communication plans
- Data conversion plans
- Testing plans
- Maintenance and support plans
Work in conjunction with stakeholders, project team, information system staff, and other agencies to analyze, plan, and document business process re-engineering activities such as:
- Business process maps
- Business transition plans
Normal work hours are Monday through Friday 8:00am to 5:00pm. Extended hours may be required in the evenings or on weekends as the department is subject to fluctuating workloads and priorities. Extensive use of the computer telephone, and fax machines. Occasional contact with patients with mental illness, other agency representatives, and members of the public. Incidental local and in-state travel is required.

WHAT WE ARE LOOKING FOR:
Minimum Qualifications
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, Information Technology or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work in a technical environment.

Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification

Special Qualifications
- Identifying and documenting business processes

- Software Development methods including analysis, design and programming standards and techniques

- Theory, principles, and practices of organizational behavior, analysis, and evaluation
- Theory, principles, and practices of organizational change management
- Communicating effectively in writing and orally
- Develop specific goals and plans to prioritize, organize, and accomplish work
- Use logic or reasoning to identify the strengths and weaknesses of alternative solutions
- Develop constructive and cooperative working relationships with others, and maintain them over time
