The
Oregon Health Authority
has a fantastic opportunity for 3 (three) Health Policy and Program Manager 3 positions to join an excellent team. These are Community Engagement and Specialty Populations Manager, Healthier Oregon Manager, and Office of Community Health and Engagement Deputy Director. These are Full-Time, Permanent, Management Services Supervisory positions with the External Relations Division.
The roles and responsibilities are similar to one another. 1 (one) interview will cover all 3 (three) positions.
The AA Salary Range for this position is between $8,097.00 to $12,522.00 per month.
What you will do!
  • For the Office of Community Health and Engagement Deputy Director:
This is a high-level management position within the OCHE, in the External Relations Division. This position. This position oversees all operational work for this unit and plays an integral role in supporting ERD’s contribution to OHA’s 10-year goal of eliminating health inequities through operational excellence across the Unit and Division. As the Deputy Director for the Office of Community Health and Engagement Deputy, this position will be responsible for providing equity-centered leadership and strategy for ERD involvement in agency wide initiatives touching community and across all ERD divisions (Strategic planning, procurement, etc.); manage the OCHE business office including oversight and grant management of approximately $40 million in grant funding, oversee Unit budgets and position management, implement agency and enterprise wide policies within the Division and Unit, and represent OCHE and the division in enterprise and cross-agency workgroups.
  • For the Healthier Oregon Manager:
Serve as the Healthier Oregon Manager to lead and oversee the community outreach, engagement, education, and system navigation activities for specialty populations. This includes strategic direction, planning, and coordinating outreach activities strategically at the statewide level; oversight of building and maintaining relationships with community partners; ensuring collaboration among and between agencies and internal teams/units; and external partners. The Healthier Oregon Manager will direct outreach events around the state, seek out and implement opportunities for earned media promotion such as newsletters and websites, and actively seek out organizations in identified areas of need. The Healthier Oregon Manager will cultivate strong, productive, strategic relationships within ERD, OHA Divisions, and other State agencies. Expectations for the first six months will include working with the existing OCHE Team to develop community engagement training materials and implement engagement strategies to support the ongoing OHA work to reach the 2030 goal of eliminating health inequities.
The person in this position will utilize both community successes and best practices along with the feedback received by team members, community partners, and community members to inform OHA leadership, including the OHA Director, OHA Government Relations Director, and division administrators of emerging issues, patterns of citizen concerns and make recommendations for improvements to systemic practices and service delivery; these recommendations will prioritize initiatives for the elimination of health inequities. This position has a statewide scope, including working relations with the executive, legislative, and judicial branches of government and elected federal officials. During the development of this program, this manager will foster collaborative relationships across the Oregon Health Authority and other state agencies. The Healthier Oregon Manager develops and implements outreach plans and identifies systems opportunities and/or barriers to facilitating outreach and enrollment. The Healthier Oregon Manager will communicate regularly with the Office of Community Health and Engagement Director and Deputy Director about program development, activities, evaluation, and planning. Lastly, this position provides team member oversight, support, strategic planning, outreach, and engagement expertise.

What we are looking for:
Seven years of direct supervision, management, or progressively related experience; OR four years of related experience and a Bachelor or Master’s degree in a related field.

  • Strong Medicaid knowledge, particularly with experience in Medicaid complaints and grievances, work with Coordinated Care Organizations and/or professional or lived experience working, advocating and/or navigating Oregon’s Medicaid system preferred.
  • Case management or advocacy experience, preferably with populations most impacted by health inequities.
  • Demonstrated skills in organizational collaboration, alternative dispute resolution and/or relationship-based approaches to resolving conflict.
  • Demonstrated ability to translate individual experience into systems improvement and advocacy, particularly within Medicaid and/or other health settings.
  • Demonstrated cultural awareness and cultural humility.
  • Demonstrated ability to steward relationships with diverse groups.
  • Strong communication skills (written and oral) with ability to persuade and to communicate complex topics in understandable ways. Demonstrated effective communication with coworkers, OHA leadership, CCO staff , OHP members, and other members of the public.
  • Ability to manage multiple tasks and effectively manage and advocated for members experiencing extreme frustration with health systems and state government.

  • Preferences may be given to applicants with demonstrated experience advancing health equity, cultivating relationships with, and advancing the interest of non-dominant cultures such as linguistically diverse, immigrant or refugee populations, LGBTQ communities, and, gender- and ability- diverse community members.
  • Preference may be given to applicants with an advanced degree from an accredited institution in field such as public health, social work, law, or conflict resolution and/or coursework, training and/or program development focused on social justice, diversity and inclusion, universal access, and the ADA, dismantling institutional privilege, social determinants of health and equity.
