Healthier Oregon Data and Evaluation Advisor (Operations & Policy Analyst 4)

Salary Range: $7,353 - $10,827 Monthly

The Oregon Health Authority has a fantastic opportunity for a Healthier Oregon Data and Evaluation Advisor to join an excellent team. This is a Full-Time, Permanent, Management Services-Management position with the External Relations Division.

What you will do!

The purpose of the Data and Evaluation Advisor (DEA) is to lead the design and implementation of the Healthier Oregon Program evaluation program. The DEA acts as the project leader for the Healthier Oregon evaluation and collaborates with OCHE team members and external and internal community partners and collaborators. The evaluation is to inform state and local agencies, community partners, stakeholders, Coordinated Care Organizations, providers, and elected officials about the success, challenges, funding levels, and policy decisions around the program. The skills and knowledge needed include the ability to lead, manage, develop, implementation, and evaluation of major research and complex data analyses. The DEA will exercise independent judgment appropriately, extensive knowledge of research design and techniques, quantitative and qualitative analysis, sampling theory, statistical software tools, and good working knowledge of current literature and studies in relevant research areas, as well as effective writing skills for both technical statistical reports and a more general lay audience presentation. The DEA may act as OCHE’s spokesperson on research matters and provide support.

What we are looking for:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, Master of Public Health any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.

OR;

Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

Requested Skills:

• Data Analysis
• Knowledge of program evaluation methodologies and best practices
• Experience in using the Logic Model framework in program planning and evaluation
• Experience with data analysis and evaluation support software (Survey Monkey, Scantron Survey Tracker, or the equivalent)
• Tableau Desktop and Prep Builder (Tableau Desktop Certification Associate preferred)
• Data visualization, analytics, reporting, and data management
• Mixed-method evaluation in both qualitative (interviews and focus groups) and quantitative (survey development, analytics, and advanced statistics) evaluation methods, particularly with an equity lens
• Advancing equity and justice through data analysis and presentations
• Ability to manage multiple tasks and effectively manage irate and hostile members.
• Must be able to organize and prioritize work to meet deadlines and have flexibility, work demand tolerance and exhibit written and oral communication skills including effective communication with coworkers.
• Must be proficient in Word, Excel and PowerPoint.
• Strong Medicaid knowledge, particularly with experience in Medicaid complaints and grievances, work with Coordinated Care Organizations and/or professional or lived experience working, advocating and/or navigating Oregon’s Medicaid system preferred.
• Case management or advocacy experience, preferably with populations most impacted by health inequities.
• Demonstrated skills in organizational collaboration, alternative dispute resolution and/or relationship-based approaches to resolving conflict.
• Demonstrated ability to translate individual experience into systems improvement and advocacy, particularly within Medicaid and/or other health settings.
• Demonstrated cultural awareness and cultural humility.
• Demonstrated ability to steward relationships with diverse groups.
• Strong communication skills (written and oral) with ability to persuade and to communicate complex topics in understandable ways. Demonstrated effective communication with coworkers, OHA leadership, CCO staff, OHP members, and other members of the public.
• Ability to manage multiple tasks and effectively manage and advocated for members experiencing extreme frustration with health systems and state government.
