The Oregon Health Authority has a fantastic opportunity for a Senior Program Integrity Audit Unit Auditor to join an excellent team. This is a Full-Time, Permanent, Classified position with the Fiscal and Operations Division.


What you will do!

The primary purpose of this position is to design, conduct, or advise on the agency’s most complex and sensitive audits, and to provide leadership and consultative advice to PIAU and OPI management on business operations, audit design and processes, and peer training.


To carry out this purpose, this position will:

• Design, develop, and implement large and comprehensive (complex or sensitive) medical and behavioral health audits of Medicaid organizations, businesses, and private and public providers of the Medicaid program on behalf the State of Oregon.

• Independently plan and lead audits requiring specialized technical skills (e.g., Information Resources Management auditing, performance auditing, or other audit specialties).

• Assist OPI management with administrative activities such as contract administration, training, presentations, and other special projects.

• Provide leadership, technical guidance, and training for professional coding topics to management, audit staff, and internal and external stakeholders.

• Have extensive knowledge of auditing techniques such as analytical review procedures, statistical sampling and other data mining methodologies, professional coding standard, procedures, and applications, risk and other types of analysis, and in-depth research.

• Possess knowledge of federal and state regulations

• Regularly coordinate with inter and intra-agency management and program staff in planning audit projects, setting scope and priorities, and performing audits.


The Senior Governmental Auditor position will provide invaluable service to the OHA Program Integrity efforts by developing and implementing comprehensive medical and behavioral health audits as required to ensure the integrity of Oregon’s multi-billion-dollar per year Medicaid program. This position will have extensive knowledge of auditing techniques (e.g., Information Resources Management auditing, performance auditing, or other highly technical or specialized audit functions), federal coding principals, in-depth research and analysis, federal and state regulations and auditing standards and principles. This position will regularly coordinate with agency management and program staff in the planning of audit projects, setting priorities, and performing audits.


This position is also integral to the integrity of Oregon’s Medicaid funding, which ultimately impacts the health and access to services by over one million Medicaid beneficiaries in Oregon, who originate from racially, ethnically, culturally, gender and ability diverse communities throughout the state. It is critical that the incumbent have experience in and can demonstrate understanding of PIAU’s role in advancing health equity and addressing systemic health disparities. This position will also be responsible for assisting the OHA in implement the Strategic Plan and achieving health equity by 2030 through knowledge, experience, collaboration, and understanding of impact of historical and contemporary injustices.

What we are looking for:

Minimum Qualifications:

  • A bachelor's degree in a business-related field, such as business administration, public administration, finance, economics, computer science, etc., AND three years of auditing experience that includes one year of experience performing governmental auditing.
  • Twenty quarter hours of college courses in a business or financial field such as the areas listed above AND two additional years of auditing experience may substitute for the degree.
  • Successful completion of the duties and training as an Oregon Governmental Auditor (Entry) will substitute for one year of governmental auditing experience.


Requested Skills:

  • Experience in using Generally Accepted Governmental Auditing Standards such as prescribed by the U.S. Government Accountability Office, also referred to as the Yellow Book.
  • Holds certification in a coding or auditing discipline.
  • Experience in provider healthcare coding, billing or auditing
  • Skill in auditing techniques:
  • reviewing and analyzing accounting records and program data;
  • collecting evidence, documenting work papers appropriately and identifying audit exceptions;
  • conducting interviews, inquiry, and communication with auditee personnel at various administrative levels;
  • developing computer assisted auditing techniques;
  • analyzing and evaluating the results of statistical samples to support audit findings.
  • Experience with facilitating trainings or presentations.
  • Experience in risk analysis
  • Experience with contract administration
  • Skill in oral and written communications
  • Skill in presenting report findings (e.g., graphs, charts, etc.).
  • Skill in researching compliance and operational issues and State or Federal regulations applicable to the organizational unit under review.
  • Excellent customer service skills.
  • Ability to manage multiple audits and other projects and be able to organize and prioritize work to meet deadlines and have flexibility and work demand tolerance.
  • Must be proficient in Microsoft Office products such as Outlook, Word, Excel, Teams and PowerPoint.
  • Experience in creating and maintaining a work environment that is respectful and accepting of diversity among team members and the people we serve.
