Function/Duties of Position
The Human Resources Manager is a confidential professional level position designated to provide direct, generalist human resources support, guidance and consultation to Knight Cancer Institute management and staff. Working under the general direction of the Administrative Associate Director, the Human Resources Manager provides ongoing personnel administrative leadership and strategic development.
This position manages all personnel services and acts as a liaison with our HR Business Partner and other OHSU departments. This individual will effectively partner with all Knight management in offering proactive approaches to resolution of workplace issues, provides both strategic and day-to-day counsel in personnel issues (employment, employee and labor relations, supervision and performance, training, workforce effectiveness and change management) and compensation (timekeeping, merit and incentive pay, salary and benefits). Working with members of the Knight leadership, the Human Resources Manager works to understand and address root causes of HR issues, minimize risk and ensure compliance with requirements and OHSU policy, and provides a positive work environment by exemplifying a proactive, customer driven approach to workplace issues.
The Knight Sr. HR Manager directs the HR Associates to complete responsibilities related to recruitment from posting a position to on-boarding a new staff member. Other duties performed by the HR Associate but which the HR Manager is ultimately responsible and accountable for include: time and attendance management, license tracking and credentialing, Visa processing assistance and personnel actions.
Duties will include:

- Oversees development of strategies and programs to attract and retain qualified and diverse employees. Serves as a consultant on recruitment and selection. Conducts candidate screenings, reference checking and offers as requested. Coordinates candidate relocation packages and details associated with move.
- Advise Managers about employment policies and procedures, including compensation issues for new hires, and union contract provisions. Analyzes and resolves salary compensation requests and counter offers.
- Develops new employee orientation programs, including quarterly new hire culture orientation, and oversees new employee introduction into the Knight, as well as relocation and on-boarding needs.
- Research and analyze employment related issues, including disciplinary actions, grievances and layoffs, issues involving allegations of inappropriate conduct, and leave issues.
- Works with Managers to resolve employee matters including counseling and informal resolution of employee complaints, progressive discipline, and employee performance plans.
- Lead annual employee evaluation, merit increases and contract renewal efforts.
- Partner with OHSU Compensation and Institute Leaders and Managers to develop classification review requests and recommend appropriate compensation.
- Create, update and manage job descriptions for the organization.
- Advise employees on benefits and total rewards programs.
- Develops and enforces unit policies for recording and verifying hours worked using reporting tools in Kronos.
- Informs managers and staff regarding payroll policies and procedures, and ensure all actions related to salary and benefits comply with the law and University policy.
- Directs the HR Associates, who processes salary actions, payroll adjustments, and monitors leave balances for the unit.
- Create and deliver manager training as needed.
- Research and recommend training and professional development opportunities for manager and staff.
Required Qualifications
Education & Experience:
- B.S. in Business Administration, Human Resources or related field
- At least 5 years of related experience

- Interpersonal relationship skills to effectively interact with others in order to produce meaningful outcomes and achieve common goals.
- Change management skills to help people adapt to changes.
- Working knowledge of Federal, State and local labor laws, as well as compensation principles. Working knowledge of OHSU personnel and payroll policies and procedures.
- Strong interpersonal and customer service skills; demonstrated exemplary tact, discretion and diplomacy in dealing with sensitive issues and individuals at all levels. Demonstrated skill in counseling techniques with sensitivity sufficient to assist in confidential circumstances, and the resolution of problems and conflicts.
- Demonstrated ability to create an environment of cooperation, teamwork and motivation.
- Ability to exercise independent judgment in analyzing, resolving and/or presenting alternative solutions to complex problems
- Ability to use standard office equipment, including computers, phones, fax, etc.; computer literacy with sufficient skill and experience in MS Office applications (Outlook, Word, Excel, PowerPoint and Access)
- Excellent interpersonal skills to interact with faculty and investigators, staff, students, and visitors at all levels within OHSU and in the community. The ability to forge and foster collaborative working relationships and enlist the support of faculty and staff, both within and external to OCTSI.
- Ability to interface with University administrators and managers outside the department.
- Well-developed supervisory skills for the effective delegation of responsibilities, training, evaluation, and administration.
- Skill in writing concise, logical, and grammatically correct correspondence, reports, and other written materials; and the ability to speak on a one-on-one or group basis to obtain and clearly convey information.
- Ability to manage and perform multiple tasks under conditions of fluctuating workloads, competing requirements, and changing deadlines; working independently and following through on assignments with minimal direction

Education & Experience:
- 7-10 years of related experience
Job Related Knowledge, Skills and Abilities (Competencies):
- Work experience in an academic health center or comparable organization
- Significant level of expertise in and understanding of OHSU personnel/payroll policies, collective bargaining agreements and procedures
Registrations, Certifications and/or Licenses:
- PHR, SPHR certifications preferred
