This person will provide compliance with our Weatherization (WX) program standards and provide technical assistance to help ensure effective program delivery and quality services. IMPORTANT INFORMATION Working Condition: The person in this position will work both in and out of the office. Work in the office is performed in a typical office environment. This position is a permanent, full time, and a SEIU represented position. This recruitment will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur. WHAT YOU WILL DO The person will monitor sub-grantee agencies to ensure compliance with Weatherization (WX) program standards and provide technical assistance to help ensure effective program delivery and quality services. Work directly with the Senior Weatherization Compliance Specialist and make recommendations for required improvements, corrective actions, and findings related to sub-grantee program delivery. Work collaboratively with the Weatherization Team to identify needs for improvement in sub-grantee program delivery and operations; this includes identification and sharing of best practices, sub-grantee and contractor training, analysis of statewide program consistency, and adherence to multiple funders’ program specifications, rules, and regulations. This position identifies and provides external training and technical assistance for effective program delivery through the sub-grantee service delivery system for state and federally funded weatherization programs. The position interprets appropriate rules and regulations and provides weatherization partners with constructive feedback on program policy and direction. The person in this position will have daily contact with sub-grantee partners statewide. MINIMUM QUALIFICATIONS: Four years’ experience doing administrative research that included compiling and evaluating facts to recommend management action or decide compliance with program guidelines and regulations. Two of the four years must be above the technical support level. Note: college-level course work may substitute for experience based on 45-quarter units per year, up to a maximum of three years. Should you choose to drive a motor vehicle you must have a valid driver license and an acceptable driving record. If not, you must have an alternate method of transportation. Compliance with ORS 807.020 (1) is required. It is required that drivers of state-owned vehicles complete a defensive driving safety class every two years. Requires occasional lifting and exertion for short periods of time and sitting for extended lengths of time. Work outside of the office will vary considerably. Must be able to climb in and around attics and crawlspaces in private residences, while in some cases working around unsanitary conditions. Many of these geographic work areas are in remote locations in Oregon. At times the work requires irregular work hours including nights, evenings, and weekends. Requires occasional out-of-state travel for conferences, training, and meetings. This individual must have technical skills that include residential and commercial building construction and inspection. Ability to conduct site visits to sub-grantees to provide training, build capacity and improve program delivery. Explain and provide training related to complex technical and regulatory material in understandable terms to people of diverse education, and cultural backgrounds. Interpret laws, rules, and regulations and apply them to varying and complex compliance situations. Ability to work effectively within a team environment and the ability to work independently. Excellent written and computer skills and excellent verbal and presentation skills. Demonstrated awareness of race and social justice, including the ability to positively influence equity, diversity, and inclusion in the workplace.
