Summary

This position is part of the Organization of the Joint Chiefs of Staff. The incumbent works alongside the Current Operations Chief and directly supervises all civilian personnel required to support the National Joint Operations and Intelligence Center (NJOIC) knowledge management and information technology systems that accomplish 24 / 7 situational awareness / reporting on worldwide operations and DOD equities..

    Clarification from the agency

    Duties

    As a SUPERVISORY MANAGEMENT OPERATIONS OFFICER at the GS-0301-15 some of your typical work assignments may include :

  • The incumbent will provide direct leadership and supervisory personnel management functions consisting of civilian personnel across four mission essential services and requirements.
  • The incumbent will exercise first and second line supervisor responsibilities for all civilian personnel providing mission-oriented business process support of the J33 DDCIO Staff.
  • This position directly supervises the five-person Global Strategic Picture (GSP) team, the OBB Chief, the Audiovisual (A / V) info manager, the Information Technology Manager, and Knowledge Manager, and nine senior GS-14 positions.
  • Identifies requirements, plans for, organizes, and distributes personnel resources. Personally, prepares and presents justification for organization structure, manpower and personnel requirements to accomplish assigned mission.
  • Identifies developmental and training needs of subordinate employees with emphasis on integrating information systems related knowledge, skills and abilities, e.g., impact of rapidly expanding office automation technology.

  • Qualifications

    You may qualify at the GS-15, if you fulfill the following qualifications :

    A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service :

  • Managing IT planning and coordination efforts to develop and deliver systems and services that are responsive to the needs of operations teams;
  • Responding to current and future mission requirements through the optimal delivery of knowledge management and IT systems and services;
  • Exercising full discretion in regards to methods, procedures, and approaches to accomplish mission objectives; Performing long-range planning, anticipating changes in the workload or projects;
  • Assessing the impact that new policies, decreased resources, and / or new program emphases would have on operations / staffing; Implementing depot goals and objectives;
  • Independently exercising initiative and judgment in planning, managing, and coordinating the various mission activities.
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Substitution of education may not be used in lieu of specialized experience for this grade level.
