The significance of the work:
It plays an essential role in assisting the Defense Security Cooperation Agency (DSCA) in providing Process Improvement efforts that are synchronized, integrated and prioritized.
Location: The position requires the candidate to be in-office 100% of the time for a collaborative office culture in Arlington, VA.
What You’ll Do:
Approach duties with a strategic and people-centric mindset. Execute project goals and objectives, communication plans and products, and resource estimations and allocations for process improvement projects according to the instructions provided by the Team Lead for the project. In support of the unit, provide daily operational guidance and policy development. Prioritizes tasks to ensure that actions are completed according to schedules. Ensures that the organizational strategy is communicated to the team and incorporated into work plans, products, and services.
Responsibilities Include, but not limited to:
- Assists in all tasks related to implementing, maintaining, updating, and administering the Security Cooperation (SC) Process Improvement program under the direction of the Process Improvement Team Lead.
- Communicates timely actionable events, milestones, and issues under review, and deadlines and time frames for completion.
- Gathers information, prepares products/presentations/read ahead in support of recommendations in support of the Continuous Process Improvement Board (CPIB).
- Monitors and reports status of FMS Tiger Team Action Plans or other process improvement projects to the Process Improvement (PI) to Team Lead.
- Maintain an organizational culture of continuous, measurable improvement.
- Evaluates potential SC process improvement projects and determines appropriate tools for Process Improvement efforts.
- Collects and analyzes data SC data and presents findings to the Process Improvement Team Lead and other DSCA Leadership to ensure Security Assistance (SA) and Security Cooperation (SC) programs remain proactive and responsive to higher level requirements.
- Provides advice and recommendations to the PI Team Lead on ways in which subordinate commands can document their processes and help identify and develop targeted projects for process improvement.
- Facilitates and assists the PI Team Lead in training all members who are conducting Process Improvement projects and events.
- Works with other Directorate members to synchronize efforts, where possible, across the audit and other findings and recommendations facilitation portfolios.
- Establishes and maintain close and continuing relationships with the Office of the Under Secretary of Defense (OUSD(Policy)), Combatant Commands, Military Departments (MILDEPs) and other defense agency counterparts as well as other leads within DSCA to ensure Process Improvement efforts are synchronized, integrated and prioritized.
- Liaises with Air Force, Army and Navy counterparts to review and monitor MILDEP-specific Process Improvement initiatives and data pertaining to SA and SC programs.
- Analyze and evaluate the Continuous Process Improvement Board efforts to help determine performance effectiveness and the impacts of designated projects as determined by the PI Team Lead
- Analyzes pre-project baseline data and post-project results and develops plans, as needed, to document best practices and applicable actions across the SA/SC community.
- Supports the PI Team Lead in representing DSCA on various Office of the Secretary of Defense (OSD)-level Process Improvement boards and communities.
- Assists with Wall-walk briefings to various high-level personnel (as required) that demonstrate the current Foreign Military Sales (FMS) process and its stakeholders.
- Assist the PI Team Lead in maintaining an updated and accurate picture of the FMS process in the Wall-walk conference briefing room.
- Assist the PI Team Lead during the DSCA led CPIB with administrative support.
Requirements
- In-Office Position: Candidates must live in or relocate to the Arlington, VA metropolitan area and be willing to work in the client's office 100% of the time.
- Bachelor’s degree
- Five (5) years of relevant experience in process improvement / change management
- Proven ability to lead process improvement / change management initiatives in a dynamic government Service environment.
Security Clearance Requirements:
- This position requires you to have an active Secret Clearance. A government background investigation will be conducted on selected applicants to determine whether they qualify for access to classified information.

The pay range for this job is determined by various factors, including but not necessarily limited to location, responsibilities of the job, and alignment with market data. When determining a salary for this role, the following factors may be taken into consideration: contract-specific affordability, education, knowledge, skills, competencies and experience. The estimate displayed represents the salary range for this position and is just one component of ODRG's total compensation package for employees. It is not necessarily reflective of actual compensation that may be earned, nor a promise of any specific pay for any specific employee. The salary range is $100 - 115k.
