Position Summary :

The Domestic Violence Monitoring Court (DVMC) Assistant Supervisor will be key in the Orleans Parish Criminal District Court’s Domestic Violence Monitoring Court Program. The DVMC Program is a part of the Court’s programming arm, entitled “Court Intervention Services (CIS)”. This position reports to the CIS Administrator and the DVMC Supervisor. The Assistant Supervisor oversees client progress within the program, supervises and trains case management staff, and ensures compliance with court policies and protocols. The Assistant Supervisor will manage all aspects of domestic violence case management, including program planning, implementation, evaluation, and outreach.

The DVMC Assistant Supervisor will work with those accused of domestic violence to increase accountability, reduce incidents of violence, and enhance public safety by connecting individuals to community-based resources and services, including Batterer’s Intervention Counseling, as required. The role also involves providing direct support and crisis intervention to survivors of domestic and family violence, educating them on the legal process, victims’ rights, and the dynamics of abuse while connecting them to necessary services and resources. The Assistant Supervisor will work collaboratively to support survivors’ safety and autonomy while ensuring the program operates effectively and compassionately.

The DVMC Assistant Supervisor must be able to pass any background check required by the Court.

Education Requirements :

Master’s Degree in Social Work, Criminal Justice, Counseling, or a related field.

Required Licensing must be up to date.

Experience Requirement :

A minimum of two (2) years’ experience in domestic violence services or related fields. Supervisory experience is required.

Knowledge and Skills :

  • Knowledge in Specialized Lethality Risk Assessment for identification of risk in domestic violence.
  • Handle sensitive matters with the utmost integrity and confidentiality.
  • Attain knowledge and awareness of and abide by the Court’s employee handbook.
  • Work effectively with diverse populations, including sensitivity to gender, racial, and cultural differences, immigrant or refugee status, as well as individuals with physical, mental, or emotional disabilities.
  • React quickly and calmly to emergencies and make effective decisions in accordance with laws, regulations, and departmental policies and procedures when in stressful situations and circumstances.
  • Work effectively with the public and handle individuals who are under stress with courtesy, tact, and patience.
  • Commitment and understanding of the issues surrounding domestic violence impact on the lives of the survivors and in society.
  • Use standard office and business equipment including, but not limited to, personal computers, word processing, spreadsheets, database software, copiers, scanners, fax machines, etc.
  • Demonstrate organizational, training, and outreach skills.
  • Accurately enter and retrieve information from the court management system promptly.
  • Organize, prioritize, and problem-solve in a multitask environment with minimal supervision.
  • Accurately maintain a variety of complex records.
  • Establish and maintain effective working relationships with the judiciary, court administration personnel, and other private and public agency staff.
  • Effectively communicate in person, on the phone, via email, and other electronic devices on a continual and repetitive basis.

Functions and Responsibilities :

  • Responsible for managing a domestic violence pretrial caseload.
  • Contact and follow up with survivors to ensure they are aware of the offender’s conditions of release, conditions of probation, information regarding the issuance of a protective order, the date and time of the next court hearing, and information regarding how to report violations.
  • Refer survivors to community resources for assistance when necessary.
  • Report to the court protection order violations.
  • Generate domestic violence status reports regarding clients’ status in program.
  • Supervise domestic violence clients as required.
  • Ensure domestic violence clients understand the conditions of release, probation guidelines and protective orders.
  • Provide ongoing reminders to supervised domestic violence clients of scheduled court dates and any other court-ordered scheduled activities.
  • Make referrals for treatment services to the appropriate agencies based on clients’ needs.
  • Accurately enter and / or retrieve information from the case management system in a timely, detailed manner.
  • Testify in court as required.
  • React quickly and calmly to emergency situations, make effective decisions in accordance with laws, regulations, and departmental policies and procedures when in stressful situations and circumstances.
  • Work effectively with the public and handle individuals who are under stress with courtesy, tact, and patience.
  • Support the Program Supervisor with supervising the case managers in their duties, keeping them current on changes in the law and in procedures.
  • Collaborate effectively with community-based resources for treatment, education, employment, and housing
  • Knowledge of evidence-based practices related to the enhancement of survivor safety.
  • Ability to contemplate and understand the dynamics of domestic violence (physical and otherwise).
  • Ability to contemplate and understand best practices in working with survivors and accused or convicted persons.
  • Contact and follow up with survivors to ensure they are aware of the conditions of the offender’s release, information regarding the issuance of a protective order, the date and time of the next court hearing, and information regarding how to report violations.
  • Refer survivors to community resources for assistance when necessary.
  • Handle the duties of the case managers in their absence to ensure that all cases in that each particular Section of Court are addressed promptly, including covering caseloads when case managers are on leave.
  • Assist with orientation for new employees and provides ongoing training on relevant topics, including updated laws, community programs, and trends in substance use and mental health.
  • Serve as a liaison between the program and the Court to communicate updates and ensure compliance with the Blueprint for Safety protocol.
  • Adhere to the Orleans Parish Criminal District Court Employee Handbook, CIS Policy and Procedures, and Safety Manual.
  • Comply with all court and departmental policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
  • Ensure compliance with all court and departmental policies and procedures.
  • Perform additional tasks as assigned by the Court Services Administrator and Domestic Violence Supervisor.
  • Perform other duties as assigned.
  • Physical Requirements :

    This is an office-based role requiring regular sitting (70%), standing (15%), and walking (15%).
