General Description of Duties

Under direction, the purpose of this position is to perform specialized work acknowledging, researching, and responding to complaints regarding violations of the Osceola County Land Development Code and other applicable County Codes and Ordinances. Employee functions at an entry level and is responsible for ensuring compliance with the Osceola County Land Development Code and other applicable County Codes and Ordinances, and performs related tasks as necessary.

  • Conducts field investigations to ensure compliance with the Osceola County Land Development Code and other applicable County Codes and Ordinances.
  • Reviews and develops factual information regarding investigations of alleged violations.
  • Issues written violation notices and citations.
  • Prepares inspection records and reports for use by administrative authorities.
  • Prepares cases for presentation of code violations to the Osceola County Code Enforcement Board and County Court.
  • Performs a variety of critical record-keeping duties.
  • Serves as a Code Enforcement Officer upon designation by the Board of County Commissioners.
  • Assists in the permitting and licensing of all Vehicle for Hire operators and vehicles.
  • Post public hearing signs.
  • Video tapes properties for Code Enforcement Board case presentation.
  • Inspects properties for compliance with the provisions of the Lot Mowing Ordinance.
  • Refers complaints and/or emergencies to the appropriate County department.
  • May be required to work varying shifts including nights, weekends, and Holidays.
  • May be required to work in adverse weather conditions based on duty assignment.
  • Performs duties as assigned/necessary, which are related or logical in assignment to the position.

Education/Experience

Minimum Qualifications

  • High School Diploma or GED
  • Two (2) years of experience in Customer Service related to working with the general public.
  • Must have basic level of understanding with the operation of basic computer programs.

Miscellaneous

  • Must possess and maintain a valid Florida Driver’s License.
  • Must be able to obtain F.A.C.E. (Florida Association of Code Enforcement) Certification Class Level I (One) within 2 years of employment.

(Certification deadline may be extended by Code Enforcement Manager due to the business needs of Code Enforcement, including any budgetary constraints.)

Knowledge, Skills And Abilities

  • Considerable knowledge of code regulations pursuant to the Osceola County Land Development Code and other applicable County Codes and Ordinances.
  • Ability to read and interpret zoning maps, blueprints, tax maps, plat books, site plans, surveys, and aerial photography.
  • Skill in preparing complex correspondence, summaries, and reports in a clear and concise manner; skill in business English, e.g., correspondence formats, spelling. Punctuation and grammar.
  • Ability to meet and work with the general public.
  • Ability to communicate clearly and concisely both orally and in writing.
  • Basic level of understanding and operating of basic computer programs.

Physical Demand: Light

  • 20 pounds maximum lifting
  • Frequent (up to 2/3 of the work time) lifting, carrying up to 10 lbs.
  • If less lifting is involved will require significant walking/standing.
  • If mostly sitting is involved will require push/pull on arm or leg controls.
  • Expressing or exchanging ideas by spoken word or perceiving sound by ear.
  • Good eyesight for the protection or safety of self and others.
  • Physical agility is required in kneeling, bending, stooping, and reaching.
