GIS DEVELOPER
Salary Range: $66,040.00 - $92,539.00
FUNCTION
Responsible for technical design, development and support of GIS applications using the ESRI platform. This position develops, analyzes, designs, estimates, codes, tests, and implement changes to applications and their interfaces. Additionally the GIS Developer investigates issues, answers queries, and creates reports relating to those systems/interfaces. The GIS developer is also responsible for supporting in-house web applications.
CHARACTERISTICS OF WORK
The GIS Developer is engaged with and tasked with solving highly complex problems involving state-of-the-art computer hardware, software (including operating systems, relational database and application software and web services), and product design and distribution. Product design including database operations must consider highly variable spatial and temporal detail and diversity of uses.
Work is performed under the direction of the Chief Information Officer and guidance of the Property Appraiser.

ILLUSTRATIVE TASKS
Development, configuration, and maintenance of applications including: planning, debugging, designing, coding, testing, rollout, and project team support.
Various technical activities including: software and hardware architecture design, maintenance, and integration.
Security design, implementation, and administration.
Data modeling, database administration support; software architecture engineering; methodology, and implementation.
Documentation of all work product.
Utilize JavaScript/HTML5/CSS3, ArcGIS Server 10.x Services, Google and various API libraries to create a useful repository of historic spatial data.
Create web-maps with JavaScript, CSS, and HTML5 programming languages
Create GIS applications using ArcGIS APIs (JavaScript, REST, Python)
Responsible for the coordination, development, implementation, and operation and maintenance of the
Geographic Information System (GIS)
Demonstrate knowledge of geo-processing, mapping, and cartographic procedures, GIS planning and system development
Monitor database availability, performance, and capacity. Plan and perform hardware and OS upgrades, as they relate to SQL Server
Plan, Install and Maintain SQL Server / SDE Databases and software.
Plan the installation and creation of all SQL server / SDE databases.
KNOWLEDGE, ABILITIES AND SKILLS
Able to read and code various programming languages.
Able to communicate, both verbally and in writing, with technical and non-technical personnel.
Excellent organizational and problem solving skills a plus. Strong debugging/problem analysis capabilities required.
Strong in designing automated configuration management and deployment processes.
Strong understanding and working knowledge of application performance tuning.
Working knowledge of the Real Estate property relating to the Tax Office land records.
Ability to accurately read, compare and interpret property records and maps.
Ability to implement and troubleshoot programming changes and modifications.
MINIMUM QUALIFICATIONS
Must have a Bachelor's degree in computer science, or relevant field with five plus years of application development experience. Three plus (3 ) years’ experience with Visual Studio, ArcGIS APIs, ESRI Products,
SQL 20012/2016, JavaScript/HTML5/CSS3; or any equivalent combination of relevant training and experience.
A comparable amount of training and experience maybe a substitute for the minimum qualifications.
Must possess, the ability to communicate clearly and concisely, both in verbal and written form.
