Job Summary:

Provides administrative oversight and casework activities for the H.O.P.E. (Housing Options and Personal Empowerment) Program (Permanent Supportive Housing) at Backstreet Apartments, Champlain Commons and Selkirk Landing. Provides supervisory oversight to the Housing Advocates at HOPE sites and service coordination to individuals and families experiencing homelessness. Carries out all duties according to agency and program policies and procedures as well as any housing regulations.

Job Duties and Responsibilities:

Supervisory:

  • Oversees the day-to-day operations of the HOPE Program activities and services for homeless tenants at Backstreet Apartments, Champlain Commons and Selkirk Landing.
  • Provides full direct supervision to Housing Advocates at Backstreet Apartments, Champlain Commons and Selkirk Landing.
  • Leads weekly staff meetings and bi-weekly conferencing with site Landlords.
  • Completes interviewing, recommendations for hire, disciplinary actions and other HR matters for assigned staff. Assists Program Coordinator with staff recruitment and retention efforts. Completes staff appraisals in a fair and timely manner.
  • Ensures all new and long-term staff receive thorough and consistent site-specific program orientation; ensures staff participation in annual required trainings, encourages additional trainings as needed in relevant areas to facilitate staff growth.
  • Ensures all assigned staff successfully complete required annual training timely and other trainings as needed.
  • Oversees staffing patterns to ensure cost efficient staffing and adequate coverage at HOPE program sites.
  • Ensures prompt and accurate data input into Homeless Management Information System (HMIS) ServicePoint and Initial Contact and Intake data into agency database, CAPTAIN. Runs reports timely to ensure accurate data input by staff.
  • Ensures compliance with all HHAP / ESSHI / OTDA / OMH / FHLB / NYSSHP regulations, guidelines and/or standards.
  • Works with Program Coordinator to maintain program expenditures within budgetary constraints.
  • Acts as a liaison between tenants and property management, neighbours or service providers when a communication barrier is present.
  • Ensures a safe and sanitary environment for tenants at program sites; reviews/follows-up on maintenance checklists and maintenance work orders, coordinates issues with OCO Maintenance, Cornerstone Management and /or 2 4 Management as needed.
  • Ensures incidents are documented and reported in accordance with HHAP/OMH/OTDA standards and Agency policy and procedure.
  • Provides emergency supportive and crisis counseling to tenants in distress.
  • Oversees management and auditing of petty cash in accordance with agency policy and procedure.
  • Completes intake, conducts assessment of strengths, needs and goals and supports Housing Advocates in developing action plans with tenants.
  • Ensures access to medical, dental, social, recreational and transportation services for residents; enforces compliance with fire safety and program requirements.
  • Maintains ongoing communication with HOPE Housing Program Coordinator.
  • Provides effective exchange of information among staff to ensure adequate services.

Casework:

  • Monitors outcomes and updates plans accordingly, periodically reassesses needs.
  • Provides on site visits to apartments to provide services and support.
  • Supports tenants in attaining their goals by providing advocacy, linkages and education.
  • Provides linkage and referral to necessary community services and resources.
  • Assists tenants with securing funding, proper clothing and ensuring adequate food supply.
  • Completes accurate documentation and timely paperwork.
  • Assists with education and direction to address prevention of future evictions or homeless situations.
  • Makes necessary recommendations to ensure adequate medical, dental and emotional health.
  • Provides and/or assists in securing necessary transportation to access services, accompanies tenants to appointments as necessary.
  • Works cooperatively with other agency and community providers.
  • Provides guidance and direction to tenants in proper home upkeep, food and medication storage, ensures laundering of clothes, towels and bedding.
  • Assists with any necessary planned move-outs or evictions of tenants.
  • Provides assistance with tenants money management skills and encourages prompt payment of rent, bills and other responsibilities.
  • Performs related duties and special projects as required; provides recreational activities as scheduled.
  • Maintains confidentiality of all consumer and site information.
  • Share on-call responsibility with other HOPE staff on a rotating basis.

Job Requirements:

  • Must have ability to relate to special populations and individuals/families with multiple life difficulties.
  • Must have ability to relate in a warm, non-judgemental manner, and be a good role model to clients.
  • Must complete all job duties in accordance with a Housing First approach / philosophy.
  • Must demonstrate knowledge of community services and resources, awareness of location, purpose and how to access, refer and link clients with services.
  • Must demonstrate knowledge of housing regulations, HUD, HHAP, OMH/ ESSHI, Fair Housing and OCO Procedures and Policies
  • Must be organized, resourceful, flexible and able to utilize good judgment in all situations.
  • Must be able to work a flexible schedule to meet the needs of tenants and program; must share on-call.
  • Must have the ability to be flexible with work schedule to cover occasional holidays, weekends, evenings or an extended shift.
  • Must be willing to actively participate in activities with tenants.
  • Must be able to establish/maintain/exhibit professionalism with tenants, landlords, employees/service providers.
  • Must be creative in program planning, demonstrate resourcefulness, initiative and objectivity
  • Must demonstrate good oral/written communication skills and follow complex oral/written directions.
  • Must have acceptable physical and mental health to carry out duties and responsibilities of the position: able to climb stairs, lift 25 lbs, able and willing to assist with moving tenants in and out.
  • Must possess a valid NYS Driver’s License with a good driving record within Agency policy and have access to a reliable, properly insured vehicle for travel and transport of clients.
  • Must be able to travel to Pulaski, Oswego, and Fulton for program coverage and emergency responses

Minimum Qualifications:

  • Associates Degree in a Behavioral Sciences or Human Services Field, and
  • 3-5 years related experience working with special populations which includes supervisory experience, in a human services or housing program field, or
  • Any acceptable combination of education, experience and training.
