JOB SUMMARY :
Independently manages responsibilities in area of specialty and performs administrative tasks in support of the Human Resources Department. Assists agency staff in areas related to specialty and works cohesively in the HR team to ensure cooperation, good communication and positive, reliable service to Agency staff. Carries out duties according to Federal and State Labor Laws, Agency policies and procedures and program guidelines. Handles highly sensitive and confidential employee and candidate information.
JOB DUTIES AND RESPONSIBILITIES :
Provides specialized support requiring specific knowledge of regulations and compliance in assigned area.Provides support to HR supervisory staff in areas of specialty and general support to all HR staff as needed.Interfaces one-on-one with employees at all levels; provides information, guidance and policy guidance; handles highly sensitive situations.Acts in a caring and supportive manner with employees, while helping them understand and interpret situations from all angles.Performs complex level administrative support including developing communication, documents, spreadsheets, and reporting.Performs complex data entry requiring analysis of multiple factors in order to ensure accuracy of applicable rules in the background, the integrity of data and proper application of accumulators.Develops creative materials and graphics to present information and special events in an effective manner.Develops and maintains procedure manual in areas of job responsibilities.Handles special projects both independently and as a team to meet Agency and departmental needs.Participates in internal and external work groups / resource teams and represents HR / Agency.Attends meetings, trainings, and conferences for staff development / enhancement.JOB REQUIREMENTS :
Must be familiar with the mission of the Agency, the organizational structure and function of the programs.Must have thorough knowledge of Agency policies and procedures, State and Federal labor regulations and HR operations; must act as a resource and provide information to others in a positive and effective manner.Must have thorough knowledge of corporate operations and administrative practices.Must have ability to manage information and documentation, compile data, and prepare reports and correspondence.Must be able to handle highly confidential employee, program and Agency information.Must be skilled in the use of a computer, Microsoft Office Suite, data / information systems and have manual dexterity for constant use of computer keyboard, and calculator.Must be accurate and proficient in word processing, spreadsheets and databases; must be creative and able to produce work in an appealing and useful manner.Must have excellent organizational skills and be able to devise systems / methods to complete responsibilities timely, efficiently and accurately.Must be able to exercise independent judgment, solve problems and gain the cooperation of others.Must work well in a busy environment with constant change; must be able to foster change positively.Must be able to work with Agency staff and the public in a professional, warm manner.Must be self-motivated and flexible; must have the ability to follow complex oral and written directions.Must be able to handle multiple priorities with accuracy and attention to detail.Must have valid NYS Driver's license and maintain Agency driving certification; must have access to a reliable, properly insured vehicle for related travel throughout the county.MINIMUM QUALIFICATIONS :
