Job Summary:
The Compliance Analyst serves as a regulatory compliance and privacy specialist within the Compliance Office at Oswego Health and assists the Chief Compliance Officer with planning, designing, implementing and maintaining Oswego Health’s compliance, internal audit and HIPAA privacy programs, policies and procedures. Promotes a corporate culture that fosters ethical and compliance behavior. Ensure there are adequate internal controls and compliance with all laws and regulatory requirements applicable to Oswego Health. Assist with the development, dissemination and implementation of policies, compliance, audit standards and administrative systems that may include, but are not limited to: accreditation and licensure; prevention of employee fraud and illegal acts; unauthorized use of assets; improper or inadequate documentation and billing; HIPPA privacy and security and adherence to regulatory requirements of various governmental agencies, including CMS, HHS-OIG, OMIG. Serve as a role model for compliant behavior consistent with the mission, vision and values of Oswego Health.
Duties/Responsibilities:
At the direction of the Chief Compliance Officer, assists with any or all of the following:
- Review complaints, concerns or questions relative to compliance issues and provide consultative leadership and support to all entities.
- Serve as an internal authority on relevant laws and regulations, keeping abreast of changes that may affect health care systems through personal initiative, seminars, training programs and peer contact.
- Exercise due diligence in concert with management and the Medical Staff to prevent and detect misconduct and wrongdoing.
- Undertake all reasonable steps to respond appropriately when an offense is detected and prevent future similar offenses.
- Fosters cooperative efforts with management and staff.
- Maintain and publicize a confidential and easily accessible system for employees to report alleged violations of standards without fear of retribution.
- Implement and maintain a system of management reporting that provides timely and relevant information on all aspects of audit and compliance issues to management.
- Develop policies and procedures and standards for internal audit and compliance, giving specific guidance to management, medical staff and individual departments.
- Lead and/or support specific audits to investigate adherence with policies, procedures and legal/regulatory requirements to identify and evaluate exposures and to correct defective processes.
- Ensure the enforcement of compliance program standards through appropriate disciplinary mechanisms in concert with the Chief Compliance Officer and the Human Resources Department.
- Direct efforts to communicate compliance initiatives, including written materials and training programs to promote awareness and understanding of compliance issues, applicable laws and regulations as well as reporting requirements and consequences of noncompliance.
- Participate in training and education efforts, including new employee orientation, mandatory education and Compliance week activities.
- Develop and ensure efficient processes for documenting compliance-related initiatives and activities.
- Evaluate program and suggest changes to improve program and ensure compliance with regulatory requirements.
- Serve as a member of the following committees and sub committees, including, but not limited to: Compliance Committee, HIPAA Steering Committee and HIPAA Privacy Committee.
- Develop and recommend compliance and internal audit program work plans.
- Obtain information from external counsel under the direction of the Chief Compliance Officer.
- Respond to government investigation and queries as assigned by Chief Compliance Officer.
- Other duties and responsibilities as determined by the Chief Compliance Officer.
- “Performs other duties as assigned.”
Education and Experience:
Bachelor’s degree in Business Administration or Finance preferred. A minimum of 3 years of experience in a similar position related to corporate compliance, healthcare experience preferred.
Working Conditions:
General office environment. Multiple demands on time. Subject to irregular hours.
Pay Range: $65,000.00-$85,000.00/year
Employee salary is based on commensurate experience and other qualifications.
