The following duties are most critical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- TEAM LEADERSHIP - Plans, develops, organizes, implements, directs and evaluates the organization's human resource function and performance
- TEAM LEADERSHIP - Evaluates the HR departmental structure and team plan for continual improvement of the efficiency and effectiveness of the group as well as for providing individuals with professional and personal growth opportunities.
- EMPLOYEE RELATIONS - Directs preparation for and represents the County in labor relations activities, including negotiations, contracts, interpretations, grievances, arbitration legal coordination, etc.
- EMPLOYEE RELATIONS - Works directly with department heads to assist them in carrying out their responsibilities on personnel matters.
- STRATEGIC PLANNING - Continually assesses the competitiveness of all benefits programs and practices against the relevant comparable companies, industries and markets.
- STRATEGIC PLANNING - Evaluates and advises on the impact of long-range planning of new programs/strategies and regulatory action as those items affect the attraction, motivation, development and retention of the people resources of the organization.
- STRATEGIC PLANNING - Maintains knowledge of industry trends and employment legislation and ensures organization's compliance
- OPERATIONAL MANAGEMENT - Develops and maintains a human resource information system that meets the organization's personnel information needs.
- OPERATIONAL MANAGEMENT - Manages regular reviews, preparation and administration of the organization's wage and salary program
- OPERATIONAL MANAGEMENT - Develops appropriate and competitive policies and programs for effective management of the people resources of the organization. Included in this area would be programs for employee relations, civil rights, sexual harassment, employee complaints, external education and career development, among others.
- Bachelor's degree in Human Resources, Personnel Management or a related field, with ten to fifteen years human resources experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
