The Highway Operations Supervisor - Patrol is a safety-sensitive position subject to DOT drug & alcohol procedures, must be available to report to work during regular business hours and must be available after hours to respond to emergencies and/or highway conditions.  Reporting to the Patrol Superintendent (Hwy), the Highway Operations Supervisor - Patrol (Hwy) supervises and directs various highway and other construction and maintenance projects. Performs related duties including determining personnel, material, and equipment needs, preparing cost estimates, supervising personnel, performing inspections, etc.


Hours:  Winter Mon-Fri 7:00 a.m. to 3:00 p.m., Summer Mon-Thurs 6:00 a.m. to 4:00 p.m. Work schedule fluctuates with the change of seasons and workloads. Flexibility is required based on workloads. Must be available to report to work after hours to respond to emergencies and/or highway conditions. Availability is the ability to respond to a phone call within 15 minutes and report to duty within 45 minutes. This position has possibilities of overtime

 The following duties are normal for this position. These are not to be construed as exclusive or all- inclusive. Other duties may be required and assigned.
  • Must be available to report to work after hours to respond to emergencies and/or highway conditions.  Availability is the ability to respond to a phone call within 15 minutes and report to duty within 45 minutes.
  • Manages, plans, and schedules construction and maintenance projects; coordinates work with local units of government, utility companies, the general public, property owners, and other contractors.
  • Determines personnel, machinery, and materials required for projects; prepares cost reports for projects on a daily basis; advises the Patrol Superintendents (Hwy) regarding equipment requirements, purchases, etc.
  • Inspects completed work for compliance with specifications and plans.
  • Coordinates and supervises the maintenance and repair of equipment in direct consultation with the Fleet and Facilities Superintendent.
  • Assigns work to assigned personnel, expediting the work flow, resolving work problems, interpreting appropriate work rules, and evaluating the work performance. 
  • Assists in scheduling general labor and winter maintenance projects.
  • Performs duties of Patrol Superintendent during absences.
  • On call relating to emergency work as assigned.
  • Evaluates highway maintenance and repair needs.
  • Prepares estimates and orders necessary materials.
  • Solicits work for the Department.
  • Oversees the maintenance of buildings and grounds.
  • Maintains regular and predictable attendance, works overtime/extra hours as required.
  • Performs other duties as assigned.
  • High school graduate.
     
  • Six to nine years' experience in appropriate highway maintenance and construction activities; three to four years supervisory experience.
  • Or any combination of education and experience that provides equivalent knowledge, skills, and abilities. 
  • Valid Commercial Driver's License Class A, B, C, D with endorsement N (Tanker) is required.  As well as the ability to legally operate CMV's with Air Brakes, Manual Transmissions, Tractor/Trailers and Tank Cargo (No restrictions such as L, Z, E, O or X).
  • Ability to operate a motor vehicle.
  • Ability to use and train others in the use of surveying equipment including level, GPS machine grade controls, etc.
  • Ability to assign, supervise, and review the work of others.
  • Ability to make recommendations regarding the selection, discipline, and discharge of employees.
  • Ability to add, subtract, multiply, divide, calculate decimals and percentages, and make use of the principles of basic, trigonometry, algebra and geometry.
  • Ability to comprehend, interpret and use a variety of documents including construction plans, bridge plans, specification manuals, etc; maintenance, laboratory, accident, and other reports, etc; material bids, DNR documents, etc.
  • Ability to prepare a variety of documents including Foreman and other reports, project reports, cost estimates, inspection report, proposals, etc.
  • Ability to use and interpret civil engineering, construction, mechanical, and accounting terminology.
  • Knowledge of and ability to use computer equipment and the software utilized by the department.
  • Ability to communicate effectively with a variety of individuals and groups including Supervisors, town officials, DNR representatives, utility companies, engineers and consultants, land owners, and the general public verbally and in writing.
  • Ability to be disturbed or awakened for responding to emergencies and/or highway conditions
