Patrol Superintendent at the Highway Department

The Patrol Superintendent is a safety-sensitive position subject to DOT drug & alcohol procedures, must be available to report to work during regular business hours and must be available after hours to respond to emergencies and/or highway conditions.  Reporting to the Deputy Highway Commissioner, the Patrol Superintendent schedules and supervises highway projects including winter maintenance operations. Performs related duties including preparing estimates, supervising employees, inspecting projects, developing policies and procedures, etc.

Hours:  6:00 a.m. - 4:00 p.m. Monday thru Friday or 5:00 a.m. - 5:00 p.m. Monday thru Thursday Hours vary depending upon workload, season, emergency response, etc.

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

• Must be available to report to work after hours to respond to emergencies and/or highway conditions.  Availability is the ability to respond to a phone call within 15 minutes and report to duty within 45 minutes.
• Plans and schedules highway maintenance projects.
   
• Monitors and evaluates highway conditions throughout winter storms. Calls in necessary crews and equipment to ensure safe roads for traveling public.
   
• Coordinates personnel, equipment, and materials for paving and construction projects on a daily basis.
   
• Supervises and directs the activities of Supervisors; assigns projects.
   
• Inspects highways for unsafe conditions, encroachments, proper signing, and drainage problems.
   
• Coordinates construction projects and maintenance activities with state, county and local units of government.
   
• Evaluates highway maintenance and repair needs and makes recommendations.
   
• Makes recommendations to state and local officials and attempts to solicit work for the department.
   
• Inspects work performed by others in highway right of way.
   
• Is available for emergencies and hazardous weather conditions.
   
• Investigates accidents and injuries.
   
• Prepares employee performance evaluations.
   
• Prepares cost estimates and orders necessary materials.
   
• Participates in the development and implementation of departmental policies and procedures.
   
• Maintains daily log of occurrences.
   
• Attends construction informational meetings and traffic safety meetings.
   
• Attends various continuing education seminars and courses.
   
• Prepares various reports and applies for permits from state and local agencies..
   
• Maintains regular and predictable attendance, works overtime/extra hours as required.
   
• Performs other duties as assigned.

• Bachelor's degree in Civil Engineering or a related field.
   
• Six to nine years highway construction and maintenance experience.
   
• Two years supervisory experience.
   
• Or any combination of education and experience that provides equivalent knowledge, skills, and abilities.

• Valid Commercial Driver's License Class A, B, C, D with endorsement N (Tanker) is required.  As well as the ability to legally operate CMV's with Air Brakes, Manual Transmissions, Tractor/Trailers and Tank Cargo (No restrictions such as L, Z, E, O or X)

• Must possess a valid driver's license and maintain with a clean driving record

• Ability to operate a variety of office equipment including telephone, personal computer, etc.
   
• Ability to assign, supervise, and review the work of others.
   
• Ability to make recommendations regarding the selection, discipline, and discharge of employees.
   
• Ability to add, subtract, multiply, divide, calculate decimals and percent's, and make use of the principles of basic geometry.
   
• Ability to comprehend and interpret a variety of documents including accident, inventory, and other reports, contractor permits, plat books, construction plans and documents, safety, and other manuals, etc.
   
• Ability to prepare a variety of documents including storm reports, disciplinary reports, driveway permits, cost estimates, etc.
   
• Ability to use and interpret construction terminology.
   
• Ability to communicate effectively with county and state department personnel, local officials, material suppliers, contractors, and the general public verbally and in writing.

• Ability to be disturbed or awakened for responding to emergencies and/or highway conditions
