What are the responsibilities and job description for the Senior Systems Analyst (IT) position at Outagamie County?
The Senior Systems Analyst (IT) is responsible for planning, designing, documenting and implementing information technology to support the ongoing needs of Outagamie County departments. Provide expert guidance, direction and leadership in regards to Outagamie County's selection and use of technologies. Maintains excellent working relationships with team members, vendors and other departments involved in IT projects. Relies on extensive IT knowledge and professional discretion to achieve departmental objectives. Responsible for IT related budgeting, strategic planning and forecasting for supported Departments. Assists end users in resolving hardware and software issues by fielding requests, diagnosing problems and fixing issues while providing exceptional customer service.
Hours: 8am - 4:30pm with possibilities of overtime/comp time
Remote Work: Hybrid, After successful training and at Managers Discretion

- Recommends, analyzes, investigates and tests new technology and, enhancements. Ensures technology meets IT standards for security, compatibility and standardization.
- Actively collaborates with assigned Departments and outside entities to understand user's needs. Recommends new products and procedures to achieve their business goals. Assists during their investigations and testing.
- Coordinates the process for each County department to prepare strategic 3-year and capital IT plans. Assist departments with planning, research, preparation and presentation of plans.
- Serves as a project manager for Information Technology projects within assigned Departments. This includes establishing timelines, coordinating resources, communicating status updates, leading meetings and resolving issues.
- Uses automation tools to configure, test and deploy system wide installations and updates.
- Maintains security on all end point devices.
- Maintains assigned areas of IT Department's 3 year, capital, maintenance and operating budgets. Reviews, verifies and processes invoices related to purchases.
- Procures, installs, tests, monitors, upgrades, troubleshoots and repairs computer systems and peripherals. Documents, tracks and monitors the problem to facilitate a timely resolution.
- Serves as liaison between end users, vendors, hardware and software manufacturers.
- Create technical specs for bids and proposals. Actively participates and recommends solution during vendor review and selection process.
- Maintains working knowledge of security/regulatory compliancy required by assigned Departments to serve as resource to identify solutions and policies/procedures that will help Departments maintain a high level of compliancy.
- Prepares/updates training material and documentation for departmental and internal IT systems. Trains end users on proper usage of hardware/software.
- Maintains hardware inventory and software licensing.
- Provide 2nd tier support for IT Support Coordinators
- Participates in on-call rotation.
- Associate or Bachelor degree in an IT related field
- 3 years of IT experience
- Or combination of education and experience that provides equivalent knowledge, skills, and abilities.
- Valid driver's license
- This position requires the successful completion of a sheriff's background and fingerprint check after the offer
- Strong ability to take ownership of assigned tasks and responsibilities.
- Strong project management skills, including excellent organizational and time management abilities, with a proven ability to prioritize tasks, set clear objectives, and meet deadlines. Proficiency in planning, resource allocation, and continuous monitoring to ensure project success.
- Maintains high level of knowledge of systems in supported Departments. Maintains reasonable level of knowledge of rest of County systems
- Working knowledge of Imaging Software, document management tools.
- Considerable knowledge of basic networking concepts (wireless, client/server topology, etc.)
- Considerable ability to troubleshoot in unfamiliar environments. Ability to properly utilize logging information to diagnose issues and troubleshoot problems. Recognize trends to identify root cause issues.
- Excellent communication skills and exceptional customer facing skills with a high degree of professionalism. Logical, clear, and concise written and verbal communication skills.
- Must display initiative, ability to work independently and within a team and be able to use independent judgment. Ability to react quickly to a fast paced, rapidly changing environment.
- Ability to manage project scope and schedule.
- Considerable ability to coordinate multiple tasks at once.
