Job Summary
The Local Area Center Manager will oversee the Gallatin Head Start program in 8-County area, providing leadership and supervision to all teaching and support staff within the assigned locations. This role involves coaching, mentoring, and supporting family services, administrative, and classroom staff in the designated geographical areas. The Instructional and Family Services Manager is expected to spend the majority of their time in the classroom to ensure the overall program quality. The Manager will also ensure that the program adheres to all state laws, licensing regulations, Head Start Performance Standards, OVEC policies and procedures, as well as directives from the Director and Specialists.
Responsibilities
1. Know Head Start Performance Standards as well as Kentucky Childcare Licensing regulations and Head Start and OVEC Policies and Procedures.
2. Know and understand Child Care Licensing, STARS, ITERS (Infant Toddler Environmental Rating Scale), ECERS (Early Childhood Environmental Rating Scale), and CLASS as applicable to position.
3. Supervise and monitor performance of classroom staff, substitutes, and volunteers according to the organizational chart including formal evaluations and reassignment of personnel.
4. Assist in resolving conflict between education staff through a variety of effective strategies and assist the staff with problem solving.
5. Promote reflection among teachers and assistants while creating a best in class center culture.
6. Ensure all staff adhere to job requirements and OVEC policies. Complete corrective action when needed on any performance issues.
7. Monitor and maintain facility standards and conducting regular inspections of each center and request work as needed according to policy.
8. Assist Head Start Director and other program specialists with identifying training needs of assigned staff. Coach, train and mentor staff based on identified needs.
9. Collaborate with local agencies/school districts to assist in meeting the needs of children/families.
10. Obtain and/or maintain valid KY trainer credential.
11. Monitor Paychex for accuracy and preliminary approval.
12. Monitor the Administrative Services Coordinator to ensure job duties are carried out according to their job description and the OVEC Head Start policies.
13. Plan, coordinate and implement PL Days. Collaborate with Education Manager on training needs.
14. Collaborate with the HR team related to employee relations, hiring and onboarding new employees.

Qualifications
Bachelor degree in Early Childhood or related field required. Minimum three years of Head Start, Early Childhood, or related field experience. Management experience in supervision, coaching, and mentoring staff desired.
Must be able to stand, sit, bend and walk for periods of time to meet job requirements. The manager must have strong ability to be flexible, organize, prioritize, and manage multiple sites. Must have physical and TB test, and be able to lift up to 50 lbs. Must possess a valid driver’s license and automobile liability insurance or have reliable transportation as job may require some travel that will be reimbursed based on OVEC’s travel policy. All Head Start positions must clear and pass state criminal history records check and sex offender registry check prior to hire date and pass Child Abuse and Neglect state registry check (CAN) within 90 days of hire.
