We are seeking an Executive Director of Social Services to join our team!

The Executive Director must have an understanding and passion for the goals and mission of Overbrook Friedlander Programs. The Executive Director is the leader responsible for evaluating, developing, and implementing an array of services for adults with Intellectual Disabilities to ensure that the organization continues to provide the highest quality of care.

Leadership

  • Provide administrative direction for all departments.

  • Assure that Overbrook Friedlander Program values are evidenced in our support of the individuals and families we serve.

  • Assure the Leadership Team is in support of the organization’s business plans and objectives.

  • Develop strategy, and implement effective processes and practices to drive results, ensuring delivery of high-quality services.

  • Lead transformational changes across the organization through strategic plans.

  • Effectively communicate organizational ambitions and direction while adhering to Overbrook Friedlander Programs’ mission statement and core values.

  • Attract, develop, and retain a professionally strong management team.

  • Identify best practices including work with other key stakeholders to develop the organization’s capabilities.

Oversight of Division Operations

  • Continuously monitors and reviews the performance of current programs and service offerings as well as operating policies and procedures.

  • Revises and updates programs and service offerings to achieve better alignment with needs and expectations.

  • Ensures that actual performance is within available and budgeted resources.

  • Committed to organizational excellence, leadership development, and creating a diverse, equitable, and inclusive workforce.

Qualifications

  • Minimum of ten years of progressive management experience with organizations serving individuals with Intellectual Disabilities and/or Developmental Disabilities and at least two years providing supervision to staff in a director or coordinator role.

  • Possess a working knowledge of the Office of Developmental Programs’ Chapters 2380 (Day Program), 6100 (Services for Individuals with an Intellectual Disability or Autism), 6400 (Community Living Arrangements), and 6600 (Intermediate Care Facility) Regulations or any combination of experience that meets minimum requirements as required by regulation.

  • Direct experience in the coordination of licensing processes for all programs and coordination of Plans of Corrections as per the program’s regulations.

  • PA Certified Investigator Certification and experience in the role of the Incident Management Representative for the organization.

  • Direct knowledge/experience with Enterprise Incident Management Systems. Managing Point Person Responsibilities, all Reportable Incidents, Plans of Correction, Investigations, Administrative Review process, and Peer Review process. Producing Trend Analysis Reports.

  • Direct knowledge/experience with Home and Community Services Information Systems as the Business Partner Administrator. Accessing and utilizing the various components – Identity Manager, Provider Self Service, Individual’s ISPs, Service Authorizations, Managing Offered Services within HCSIS, and Learning Management System. Proficient in utilization and analysis of data to assess PROMISe billing and complete reports. Oversight of Certificates of Compliance application process including Civil Rights process.

  • Direct knowledge of Support Intensity Scale Assessments, Needs Groups, Needs Level, Service Names/Procedure Codes, and making changes as needed in HCSIS.

  • Direct experience with oversight of roles within Health Risk Screening and the completion of the tool for individuals.

  • Direct knowledge/experience with the PROMISe billing systems. Proficient in the analysis of data and billing processes.

  • Direct knowledge with management of unionized Direct Support Professionals and Contract and Wage Negotiations.

  • Office of Developmental Programs’ Quality Management Certification and knowledge of ODP requirements for Quality Management procedures. Experience with leading the QM committee on the development and implementation of a Quality Management Plan meeting the ODP standards. Proficient in the utilization and analysis of data to evaluate trends and complete reports.

  • Direct experience with Provider Qualifications procedure.

  • Referral oversight for each program.

  • Surrogate decision-maker for individuals with no families.

  • Emergency Management development, implementation, and utilization.

  • Administrative Pager On Call responsibilities.

  • Direct experience with Approved Program Capacity Request Process and initiating changes with individuals’ Supports Coordinators.

  • Ability to write succinct reports for the Board of Directors, Individuals, Families, Staff, and other Team members.

  • Ability to administer, manage, and maintain a balanced budget while maximizing revenue and optimizing staffing.

  • Excellent analytical, organizational, and project management skills.

  • Experience coordinating Quality Assessment and Improvement procedures and submission to Administrative Entities.

  • Experience working with contracted companies (Health Insurance, Liability Insurance, Worker’s Compensation Insurance, Behavior Support Providers, Landlords, Internet Technology Services, Payroll Services, etc.) regarding upgrades and contract renewals.

  • Oversight of Accounts Payable and Credit Card accounts. Approval of accounts payable invoices.

  • Direct experience with the Annual Financial Statement process.

  • Direct experience collaborating with Financial Institutions and Benefit Associations.

  • Direct experience collaborating with consulting firms with expertise in financial analysis, preparation of cost reports, and waiver requests for the Intermediate Care Facility.

  • Above average proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Teams, Outlook).

  • Current PA State Police and Child Abuse clearances; FBI clearance for anyone living outside of PA in the past two years.

  • Valid Driver’s License

 

 

Salary : $110,000 - $120,000
