Job Summary
The Asphalt Production Manager is responsible for the overall success of the Asphalt Production Division. This includes the overall responsibility for successful asphalt production execution, scheduling, contract / specification(s) compliance, safety, quality of work, quality of product, environmental compliance and Owner satisfaction. The Asphalt Production Manager will provide labor and equipment resources to staff the asphalt production facilities, will monitor production progress, set strategic production goals, and closely monitor performance to assure the Owner’s goals are met. The Asphalt Production Manager retains P&L responsibility for the Asphalt Production operations. The Asphalt Production Manager will proactively engage with asphalt production operations supervision and craft team members; and, will provide training and guidance for improvement and professional growth.
Essential Functions
o Responsible for the Overland Corporation / Overland Materials & Manufacturing, Inc. Asphalt Production operations.
o Responsible for maintaining a safe work environment at all locations. Ensure that all safety policies and training requirements are meet and exceeded.
o Responsible for contract compliance and project specification(s) compliance with respect to HMA production.
o Leads the implementation of policies and practices through subordinate supervisory and management levels. To include P&L and budgetary responsibilities.
o Takes an active leadership role in the planning, scheduling and performance of asphalt production, requiring sound judgment and decision-making authority.
o Manages asphalt production activities, quality assurance and quality control testing; and, other incidental support activities.
o Responsible for execution of asphalt production to meet project schedule(s) and budget(s).
o Responsible for interfacing with the Owner as the company representative.
o Responsible for administering asphalt production in accordance to the contract requirements and protecting the rights and remedies of the company relating to changes.
o Responsible for assembling the craft workforce to execute production and direct management of the asphalt production / plant supervision.
o Participates in and supports the attraction of qualified employees for employment.
o Develops and strengthens relationships with material vendors and suppliers.
o Responsible for accurate and timely ordering / stockpiling of raw materials (aggregates, liquid asphalt, burner fuel(s), asphalt additives, and etc.).
o Responsible for monthly reporting of raw materials forecasts to suppliers / vendors.
o Responsible for the accurate reporting of raw materials inventories and finished product ticketing.
o Reports accurate and current status of the asphalt production plant(s) performance to Executive and Senior Management.
o Establishes relationships and is the point of contact with designated Owner and Owner’s Representative(s).
o Promotes and leads Quality Assurance / Quality Control compliance.
o Ensures compliance with Federal, State and Local safety laws, rules and regulations.
Ensures compliance with Federal, State and Local environmental laws, rules and regulations.
o Coordinates and leads daily/weekly meeting(s) with asphalt production team members to develop means and methods, schedule contracting needs and long-lead delivery items.
o Miscellaneous / Other duties as required.
o Review project(s) estimate(s) / budgets to determine estimated production cost(s), procedures for accomplishing asphalt production requirements, staffing requirements, and allotment of available resources to various phases of the asphalt production run(s).
o Anticipate asphalt production needs / requirements with sufficient lead-time to avoid delay of production. Establishes work plan and staffing for each phase of production, work closely with Management, Superintendents and HR team to manage relationship with staff and craft.
o Form and lead an effective team, define, and delegate management responsibilities and set goals.
o Resolve any unexpected technical difficulties, and other problems that may arise.
o Be an effective leader, communicate with department leads regarding work scopes.
o Ensure asphalt production team members understand and execute the work as required.
o Ensure safety, quality and production is maintained.
o Develops and implements thorough work plans for implementation of CAPEX investments, routine asphalt plant maintenance items; and, emergency plant repair items.
o Responsible for the safe and successful tear-down / re-set of portable asphalt production plant(s) in accordance to established budget(s) and schedule constraints.
o Responsible for compliance with terms of property lease agreement(s).
o Responsible for managing HMA mix designs; maintaining existing designs; the coordination, scheduling, development and implementation of new / required HMA mix designs.
o Ensures daily pre-shift asphalt production plant inspections are conducted and memorialized.
o Responsible for the development and implementation of a short-term and long-term asphalt production plant preventative maintenance plan(s) (by plant).
o Ensures asphalt production plant ‘permits’ remain current; manages any renewal(s) processes and procedures; and, compliance with existing permit requirements.
