PAY RATE: NE6 $25.17 to $35.24 per hour
Under the direction of the Director of Finance or designee, the Full Charge Bookkeeper accomplishes the
objectives of the finance department by ensuring the production and accuracy of OVCDC’s accounts payable and
payroll processes. The ideal candidate has experience accounting for Federal and State grants and has a thorough
understanding of internal controls and be able to ensure compliance with all controls and accounting policies and
procedures. Performs calculating, posting, and verifying financial transactions for use in financial records
according to established policies, procedures, and Generally Accepted Accounting Principles. Maintains
confidentiality of all privileged information.

- Receives, verifies, and inputs timesheets into payroll system on a bi-weekly basis; sets up and maintains
payroll financial files; updates master payroll records by recording changes affecting net wages including,
but not limited to: exemptions, insurance coverage, and loan payments.
- Ensures accuracy of payroll by reviewing data and correcting errors and discrepancies.
- Generates payroll checks and backup data; reviews and produces advance check requests; voids
- Prepares direct deposit information for electronic transfer;
- Prepares electronic funds transfer for payment of federal and state taxes.
- Prepares quarterly 941 reports, 1099’s, and year-end W-2s, as well as any other required periodic reports
- Verifies, prepares, and processes Accounts Payable checks for clients, vendors, contracts and sub-
- Receives, reviews and processes payment batches from all OVCDC sites. Ensures paperwork is
- Researches and analyzes third-party payer remittance documentation in order to reconcile
- Performs daily and monthly reconciliations to the general ledger, to include reclassifications;
- Verifies, allocates and posts details of business transactions to subsidiary accounts in journals or
- Ensures accurate data entry and maintains accurate computerized financial records.
- Audits receipts and ledgers on a monthly basis, submitting discrepancies to appropriate staff.
- Provides financial information for budget tracking, review, and preparation.
- Ensures program budgets and expenditures for local, state, federal, and private funding, contracts,
- Receives payments, issues, posts receipts, and provides back-up.
- Generates correspondence to accompany appropriate notices and statements.
- Assists in compiling data and preparing information for audits.
- Maintains strict confidentiality of all privileged information.
- Contributes to a team effort and accomplishes related results as required.
- Under the direction of the Director of Finance, other related duties and responsibilities as
assigned.
Education and Experience
Associate’s Degree in Accounting or Finance is preferred. A minimum of three (3) years of accounting
experience is preferred. Prefer a minimum of three (3) years experience accounting with Federal and State
grants; or any equivalent combination of education and experience that could likely provide the required
knowledge, skills and abilities to perform the duties of the position. Shall possess and maintain a valid
California Class C drivers’ license, and qualify for employer insurability, throughout the course of employment.
Must successfully pass a pre-employment drug/alcohol screen, and background investigation.
