General Functions:
- Develop, report, and maintain schedules and metrics to track program status.
- Apply Earned Value Management (EVM) principles to evaluate and report program health and status.
- Plan, organize, and present assessments of program/project activities to senior leadership.
- Evaluate and recommend improvements for existing or proposed projects, programs, processes, and policies.
- Assist PM and Acquisition Team in planning, organizing, and advising on program management activities and analyses.
- Perform a wide range of activities, including gathering program information, conducting analyses, and planning acquisition strategies.
- Prepare pre-award and post-award documents, milestone tracking, and decision documentation.
- Establish and maintain databases for the development and analysis of key program metrics.
- Assist in developing and integrating risk management plans, and support program briefings.
- Communicate program progress and recommendations to higher management, both orally and in writing.
- Establish and maintain professional relationships with co-workers, customers, and external agencies.
- Coordinate with USG organizations, such as headquarters, major commands, and test agencies, to accomplish tasks.
- Assist in resolving programmatic issues by interfacing with Air Staff, Air Force Major Command, and DoD personnel.
- Document status, decisions, and actions, delivering executive-quality products to the PEO/Deputy.
- Ensure proper coding and filing of Directorate records, adhering to Air Force guidelines and systems (AFRIMS, ERM).
- Demonstrate understanding of DoD acquisition processes and provide solutions to improve acquisition effectiveness.
- Analyze contracting policies and processes and develop solutions for pre-award and post-award situations.
- Support acquisition management initiatives like commercial item acquisition, EVMS, and Agile Acquisition.
- Assist in the planning, organizing, and management of system development, production, and deployment.
- Support the full lifecycle management of systems and equipment, from development to sustainment and integration into the field.
Qualifications:
- Education/Certifications/Experience/Skills:
- SME is a recognized industry leader in his or her field. Must be able to perform all tasks identified in the General Description above. MA/MS with 10-14 years of directly related experience or BA/BS with 14-16 years of directly related experience or at least 15 years of directly related experience to this discipline.
- Must possess and maintain a government security clearance at the Secret level.
- Must be proficient in the use of Microsoft Office Projects and other standard Microsoft applications.
- Must be able to transport self to various facility sites, as required. If using own motor vehicle, must possess a valid driver’s license and proof of insurance.
