Summary :

The Sourcing Manager is responsible for obtaining the best quality, service, and value for products and services through effective bidding, negotiation, and supplier management. This role will develop, negotiate, and administer highly complex and high-risk subcontracts while ensuring compliance on supplier cost, schedule, legal, and performance criteria.

Essential Functions :

Select qualified suppliers and manufacturers, developing new supply sources for high-dollar value, long lead-time, critically needed parts, equipment, materials, or services. Acts as chairperson of the quotation / proposal evaluation / selection committee and presents results for management review.

Perform material planning duties related to assigned commodities, including lead-time maintenance, analyzing material requirements, and asset management.

Support concurrent engineering efforts by selecting suppliers to participate in development activities aimed at cost-effective, producible, and reliable solutions.

Solicit and evaluate proposals / quotations from suppliers and negotiate prices and terms to achieve optimum results. Prepare and conduct market surveys and bidder conferences to gather or provide necessary information for selecting subcontractors.

Develop company negotiation strategies based on an evaluation of cost and pricing data. Conduct fact-finding investigations and negotiate long-term contract agreements with key suppliers.

Plan and conduct major contract negotiations, including preparing subcontracts, statements of work, supplier data requirement lists, and contractual documents in compliance with contract specifications.

Conduct supplier site visits and evaluate production capability, performance, and delivery. Support or lead supplier certification surveys as part of a technical and / or quality team.

Process purchase requisitions and issue purchase orders accurately reflecting negotiated prices, schedules, terms, and conditions. This may include international suppliers and / or subcontractors involving import / export trade.

Apply and lead continuous improvement initiatives to improve internal systems and processes within the division. Coordinate and implement improvement initiatives with key suppliers.

Administer subcontracts by interpreting and implementing terms, conditions, and / or provisions. Develop and manage reporting procedures with subcontractors, analyzing expenditures against budgeted amounts.

Maintain professional and technical knowledge by attending educational workshops, reviewing trade publications, and participating in professional associations.

Ensure compliance with federal, state, and aerospace industry regulations; advise management on necessary actions. Comply with Government / Commercial Practices Manual (GPM / CPM) policies and procedures.

Act as a consultant to management on major matters, establishing goals and objectives to complete projects. Identify mentoring needs and train / mentor less experienced employees. Provide leadership to department teams and serve as a functional expert.

Share specialized knowledge with others, represent the company on specific projects, and contribute to continuous improvement efforts. Work assignments may include cross-functional or project team responsibilities.

Qualifications :

Education : Bachelor's degree (BA) in Business Administration or a related field (e.g., finance, contract law, program management).

Experience :

A minimum of eight (8) years of experience in contract administration or procurement, demonstrating increasing responsibility.

Three (3) years of leadership experience and purchasing management experience preferred.

Certifications : Certification in Purchasing Management (CPM) or Contracts Management is desirable.

Technical Skills :

Advanced, specialized knowledge of material requirements planning methods, principles, industry practices, and policies.

Experience with complex legal and regulatory requirements related to government procurement regulations (DFAR / FAR preferred).

Proficiency with business application software and specialized purchasing / materials systems (e.g., electronic data interface (EDI), manufacturing resource planning (MRP), SAP).

Analytical & Negotiation Skills :

Ability to assess and implement continuous improvement in critical / high-impact areas.

Strong negotiation skills to handle high-value contracts and supplier agreements.

Ability to analyze data, conduct comparative analyses, and recommend changes to procedures.

Problem-Solving & Communication :

Capable of solving complex problems requiring new approaches or modifications to standard procedures.

Strong ability to respond to inquiries from subcontractors, customers, regulatory agencies, or business community members.

Ability to make persuasive speeches and presentations to management, suppliers, and customers.

Export Compliance : This role is subject to compliance with the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR). The incumbent must be a U.S. citizen, lawful permanent resident (green card holder), or have refugee or asylee status.
