PACO Group, Inc. (PACO) is seeking a motivated and experienced Senior Business Analyst to support NJ Transit with the ongoing (Gateway) Hudson Tunnel Project. In this pivotal role, you will drive strategic decision-making, optimize project delivery processes, and ensure alignment with overarching business objectives. We are looking for a detail-oriented professional with proven expertise in project management information systems (PMIS), stakeholder engagement, and large-scale infrastructure or capital project environments. Job Description
PMIS Implementation & Administration
- Lead the implementation, configuration, and administration of PMIS tools (e-Builder, Kahua, SharePoint, Unifier, etc.) across capital programs and construction projects.
- Develop and maintain comprehensive project controls frameworks, including modules for cost, schedule, document, contract, and quality management within various PMIS platforms.
System Integration & Technical Oversight
- Supervise the integration of cloud-based platforms to ensure system security, user access management, and data integrity.
- Work closely with IT, project controls, and business units to gather requirements, automate workflows, and align PMIS capabilities with operational and strategic goals.
Reporting & Data Analytics
- Manage dashboards, data modeling, and business intelligence (BI) reporting for performance monitoring and executive decision-making.
- Leverage reporting software (Power BI, Tableau) to deliver actionable insights and facilitate data-driven decision-making across the project lifecycle.
Stakeholder & User Engagement
- Provide senior-level business analysis and technical documentation, ensuring clear communication of functional requirements and system objectives to diverse audiences.
- Deliver end-user training and support change management initiatives to maximize system adoption and efficiency.
Process Improvement & Governance
- Establish and refine SOPs, templates, and release protocols, ensuring a structured approach to PMIS enhancements and updates.
- Coordinate with cross-functional teams throughout the system lifecycle (design, testing, deployment, and continuous improvement) to identify and implement process optimizations.
Reporting Structure
- Report directly to the Project Controls/PMIS Director for the Hudson Tunnel Project, providing regular updates on system performance, stakeholder adoption, and any issues affecting project outcomes.
Responsibilities
- Lead the configuration and administration of PMIS tools (e-Builder, Kahua, SharePoint, Unifier, etc.), ensuring alignment with project objectives.
- Manage project controls frameworks that integrate cost, schedule, and document control functions to deliver real-time, accurate data.
- Analyze stakeholder requirements to optimize workflows and ensure system functionality supports business processes.
- Produce high-level dashboards and BI reports, synthesizing project performance metrics for leadership and external stakeholders.
- Oversee system security and data integrity, managing user permissions, access levels, and compliance with relevant policies.
- Collaborate with cross-functional teams to drive system adoption, deliver training, and champion continuous improvement initiatives.
- Establish SOPs and change management protocols to govern system enhancements and future releases.
- Mentor and guide junior team members, fostering knowledge sharing and professional development.
Minimum Qualifications
- Bachelor’s degree in Business Administration, Information Systems, Engineering, or a related field.
- 10 years of progressive experience in PMIS administration, project controls, or system integration.
- Proven expertise with e-Builder, Kahua, Oracle, SharePoint, SAP, or similar PMIS platforms.
- Strong technical writing and communication skills, with the ability to translate complex information for diverse stakeholder groups.
- Demonstrated experience managing federal/state contracts and working on large-scale infrastructure or transportation programs.
Preferred/Additional Requirements
- PMP certification (active or in process).
- ITIL Foundations Certification or equivalent.
- Advanced proficiency in business intelligence tools (Power BI, Tableau) and database systems (SQL, Oracle).
- Familiarity with Agile methodologies (e.g., Jira) and ERP/HRIS integration.
- Proven leadership and mentoring capabilities, with the ability to guide cross-functional teams and drive process improvements.
