Senior Scheduler – Newark AirTrain Replacement

PACO Group, Inc. (PACO) is seeking a highly skilled Senior Scheduler to lead and maintain the master schedule for the Newark Liberty International Airport AirTrain Replacement project. This pivotal role involves overseeing all scheduling activities, ensuring alignment with cost and resource requirements, and coordinating closely with project stakeholders. The selected individual will develop and manage robust scheduling systems, prepare detailed progress reports and presentations, and ensure all project milestones and deliverables are met. The ideal candidate will have extensive experience in large-scale infrastructure projects—particularly in aviation or rail—along with a proven track record of working independently to meet challenging deadlines. General Scope of Work:

Selected candidate shall, at a minimum, perform the following services:

• Serve as the primary scheduling lead for the AirTrain replacement project, ensuring timely and accurate schedule updates and progress tracking.
• Coordinate with various project teams (cost control, change management, risk management, BIM, etc.) to maintain schedule integrity.
• Implement and integrate scheduling processes and reporting systems.
• Prepare schedule-related project reports and presentations.
• Fulfill all contractual terms and conditions pertaining to scheduling requirements on the Newark AirTrain contract.

Schedule Management:

The Senior Scheduler shall maintain project schedules and information in Oracle Primavera. Responsibilities include, but are not limited to:

• Updating and maintaining schedules in Oracle’s Primavera (Version 16.1 and above) on a monthly basis.
• Developing and refining overall project schedules.
• Reviewing the status of project scope, timelines, and milestones.
• Creating and maintaining resource-loaded project schedules in Primavera.
• Entering and managing project and activity codes in Primavera.
• Providing milestones look-ahead reports and performing schedule analysis.
• Assisting in schedule logic development as needed.
• Participating in workload meetings and implementing necessary schedule updates.

Program/Project Analysis and Performance Reporting:

The Senior Scheduler shall also contribute to cost and schedule analysis and performance reporting. Responsibilities include:

• Performing cost/schedule variance analysis in collaboration with cost control teams, identifying any project delivery concerns.
• Analyzing project start, completion, and duration variances at major milestones throughout the project lifecycle.
• Providing concise synthesis of key scheduling information to project managers.
• Preparing executive-level summary reports with clear schedule metrics.
• Monitoring project progress and providing timely performance measurement reports (e.g., identifying budget-over-run/under-run and schedule delay/acceleration).
• Developing monthly status reports, including schedule forecasts and variance analysis.

Portfolio Analysis & Reporting:

The Senior Scheduler shall provide professional analysis, reporting, and support to measure project performance against established schedule baselines. This includes:

• Refining critical success factors and pertinent success measures specific to scheduling.
• Analyzing project spending in relation to schedule milestones and forecasts.
• Preparing trend analyses of project performance, focusing on major timeline indicators.
• Performing comprehensive Capital Expenditure analysis in conjunction with the scheduling plan.
• Developing ad-hoc reports as needed, highlighting performance relative to planned milestone achievement.

Skill/Knowledge Requirements:

• Extensive knowledge of scheduling methodologies, tools, and processes, including proficiency in Oracle Primavera (Version 16.1 and above).
• Proven ability to manage multiple scheduling demands simultaneously and effectively, utilizing limited resources to achieve complex goals.
• Strong capability to work independently while effectively collaborating with project stakeholders.
• Expert understanding of principles, methods, and tools for scheduling and managing project timelines, including monitoring costs, work, and contractor performance.
• Demonstrated customer service, decision-making, problem solving, negotiation, and interpersonal skills.
• Familiarity with capital project planning, cost-benefit analysis, and risk management.
• Excellent verbal and written communication skills for both interpersonal and group interactions.

Required Qualifications

• Bachelor of Science Degree in an engineering, accounting, economic, or business administration discipline or a Project Management Professional certification along with a technical degree.
• Minimum 10 years of progressively responsible experience in scheduling on medium to large-scale projects in Aviation, Rail, Highways/Roadways, Bridges, or Buildings and Utilities industries.
• Proficiency in standard Microsoft Office products, Oracle’s Primavera (Project Management software), and an ability to become adept with Port Authority software and reporting systems.
• Previous experience with BIM 360 is highly desirable.
