What are the responsibilities and job description for the Surveyor – MTA Second Avenue Subway Phase 2 position at PACO Group?
PACO Group, Inc. (PACO) is seeking a Surveyor to provide right-of-way (ROW) acquisition support on the Second Avenue Subway Phase 2 program for MTA Construction & Development. You will deliver boundary and topographic surveys, acquisition maps, and legal descriptions that underpin property negotiations and ULURP approvals for this critical transit expansion.
Key Responsibilities
- Boundary & ROW Surveys: Execute field surveys for fee-title, easement, and temporary occupancy needs along the Phase 2 alignment; verify title lines and resolve boundary conflicts.
- Acquisition Mapping: Prepare MTA-compliant plats, metes-and-bounds descriptions, and subdivision maps for ULURP and NYCDOT submissions.
- Research & Documentation: Retrieve deeds, tax maps, and title abstracts; compile documentation for environmental reviews, appraisals, and property owner negotiations.
- Utility & Topographic Surveys: Locate visible and record utilities; generate digital terrain models and cross-sections for design teams.
- Quality & Compliance: Ensure deliverables meet NYCDOT/MTA CADD standards, accuracy tolerances, and QA/QC protocols; stamp survey reports and certifications.
- Stakeholder Coordination: Interface with MTA ROW managers, design engineers, legal counsel, and property owners; present findings at project meetings and public hearings as required.
Qualifications
- Professional Land Surveyor (PLS/LS) license in New York (NJ license a plus).
- 3 years of progressive surveying experience, including ROW acquisition work for NYSDOT, NYC ULURP, or major transit/rail projects.
- Proficiency with GNSS/robotic total stations and AutoCAD Civil 3D or MicroStation/OpenRoads.
- Solid knowledge of Uniform Relocation Act, MTA C&D survey requirements, and NYC ULURP mapping standards.
- Excellent written and verbal communication skills for multi-agency coordination.
- OSHA 30 (Construction) or ability to obtain prior to mobilization; MTA Track Safety a plus.
Preferred
- Prior experience on subway, tunnel, or cut-and-cover transit projects.
- Familiarity with 3D laser scanning / LiDAR integration.
