JOB DESCRIPTION

Title : Human Resources Director (no remote or hybrid schedules)

Department / Division : Human Resources

Status : Exempt / Full-time

Supervisor : Tribal Chairman

Subordinates : HR Generalist, Payroll / Benefits Coordinator, Safety Coordinator

POSITION SUMMARY :

The Human Resources Director will be responsible for overall personnel management, which includes recruitment, all employee relations, employee benefits program, salary administration, workers compensation, grievance and appeal system, automated payroll and personnel records management.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

  • Administer and enforce the day-to-day operations of the Tribal Human Resources Management System.
  • Responsible to oversee the overall recruitment process and implement policies and procedures to ensure proper controls are in place.
  • Maintain and update existing Human Resources Policies and Procedures.
  • Design, implement and manage the tribes compensation plan, reviewing it on a regular basis making recommendations to the Tribal Council for adjustments.
  • Responsible for overseeing employee labor relations, coordinating employee grievances and appeals, disciplinary actions, terminations and ensuring compliance with tribal and federal employment laws.
  • Oversee that the Payroll Benefit Coordinator is completing new employee orientation to new employees, completing required Human Resources documents, and processing and coding Human Resources actions into the automated data process payroll system.
  • Responsible for coordinating with program directors to establish training and development associated with their specific area needs and to ensure consistency throughout the organization.
  • Administer and oversee that the Payroll Benefit Coordinator is coordinating the employee benefit program and act as the Insurance Administrator for the employee benefit program which includes health, life, dental, vision, and 401(k) retirement, and workers compensation program.
  • Responsible for making sure the Payroll Benefit Coordinator is maintaining the monthly reconciliation of all employee benefit programs to ensure accuracy of plan enrollments, and plan administration.
  • Maintain classification records by research to develop and write position descriptions to meet Program objectives for each position.
  • Coordinate performances evaluations for all employees based upon their anniversary dates. Send, review and file copies in the personnel folders.
  • Establish and maintain a process for pre-placement background checks.
  • Provide employment counseling, career development and youth services to employees, community residents and staff. Participate and assist with job opportunities with other funding sources.
  • Maintain and review Federal and Tribal Labor laws on all contracts.
  • Perform other duties as assigned.

KNOWLEDGE, SKILLS, CERTIFICATIONS AND ABILITIES :

  • Knowledge of applicable Pala Band of Mission Indians, state and federal statues, rules, regulations, policies and other directive pertaining to the labor laws.
  • Knowledge of Human Resources management experience in a tribal or governmental setting, administration, and supervisory skills to sufficiently manage the department.
  • Knowledge of classification procedures must be able to write, amend and change new or revise existing job descriptions.
  • Skill in operating office computer and utilizing a variety of software applications.
  • Skill in establishing and maintaining effective and cooperative working relationships with others in a varied economic, educational and cultural background.
  • Skill in effective interviewing techniques to obtain sensitive information for employment applications, education, background checks and reference checks.
  • Ability to write, interpret and explain complex Human Resources policies, procedures, laws and regulations, (such as Fair Labor Standards Act, Indian Civil Rights Act Indian Preference, Workers Compensation, Employment Laws and regulations).
  • MINIMUM QUALIFICATIONS :

  • A Bachelor’s degree, plus three years of professional Human Resources management experience; or equivalent combination of education, training and experience which provides the capabilities to perform the described duties.
  • Must have a valid California Driver’s License.
  • Must be able to pass a background check, including education and previous employment history.
  • Must acknowledge and agree to maintain a Drug-Free workplace (including marijuana) as a condition of employment with the Pala Band of Mission Indians.
  • OTHER REQUIREMENTS :

    All employees are expected to follow the Tribal Employee Handbook of the Pala Band of Mission Indians and must adhere to any additional applicable addendum’s.
