JOB DESCRIPTION: Full Time – Community Programs Director

SUPERVISOR: Executive Director

HOURS: 40 hours per week

CLASSIFICATION: Exempt, At-Will Position

The Community Programs Director (CPD) oversees all Community Program operations at Palmetto Place, serving youth between the ages of 15-24 that have or are at risk of experiencing homelessness. Community Programs include Residential Aftercare, Rapid Rehousing, Resource Navigation, and Safe Place, and serves approximately 150 youth on an annual basis. The CPD directly supervises the Transitional Services Coordinator and Interns, providing training, coaching, and support.

Responsibilities of the CPD include operation and comprehensive Case Management of the Rapid Rehousing Program as established by HUD, ensuring compliance with all licensing and grant requirements, upholding trauma-informed practices across all levels of client services, and the management and reporting of all Community Programs data. This Community Programs Director is a leadership role requiring strong organizational, interpersonal, and problem-solving skills, as well as commitment to positively impacting youth.

Primary Responsibilities:

Community Program Development (30%)

  • Participate in community task groups and meetings, developing partnerships to support Palmetto Place’s mission
  • Expand community outreach efforts to better serve youth experiencing or at-risk of experiencing homelessness
  • Engage in community advocation for youth services in federal, state, and local initiatives, promoting positive long-term outcomes for youth experiencing homelessness
  • Facilitate youth-centered Case Conferencing with partnering community agencies
  • Supervise a team of 2-5 of Community Programs Staff, including the Transitional Services Coordinator and Interns
  • Co-facilitate a weekly Case Management meeting to review pending referrals, discuss Client concerns, and assess Client progress in a collaborative format
  • Co-facilitate monthly events for Community Youth to promote independent living skill building and foster community relationships
  • Oversee management of the Youth Instagram, sharing resources, community events, and providing an engaging platform for community youth to connect

Rapid Rehousing: (30%)

  • Oversee management of the Rapid Rehousing Program, ensuring fidelity to grant standards as established by the department of Housing and Urban Development (HUD)
  • Provide comprehensive case management and client services for youth in the Rapid Rehousing Program
  • Identify new and support existing relationships with landlords to expand housing opportunities and minimize evictions
  • Maintain client records and documentation according to the standards established by HUD and the COC

Data and Information: (30%)

  • Maintain accurate, measurable data relating to all Community Programs, including Aftercare, Rapid Rehousing, Resource Navigation and Safe Place, and provide reports to Executive Director and PQI Committee monthly
  • Utilize analysis of Client Progress, Goals, and Outcomes to provide informed decisions on program efficacy and organizational strategic planning
  • Conduct monthly audits of Community Programs Client Records, providing feedback and corrective action steps for Case Coordinators
  • Manage and provide reports for Community Programming data within digital platforms including Apricot, HMIS, and Excel
  • Serve on the Performance Quality Improvement Committee

Additional Duties (10%)

  • Participate in weekly leadership meetings
  • Support in onboarding and orientation of new hires, including interview support, initial training, and 60-day evaluation
  • Conduct performance evaluations 3x a year, as well as identifying opportunities for professional development among the Community Programs Team, promoting growth and providing coaching
  • Participate in the on-call rotation for Safe Place coverage on weekends (Friday 11 PM – Sunday 11 PM)
  • Perform other duties as assigned to meet organizational needs

Schedule:

This is a full-time role requiring a minimum of 40 hours per week, primarily during business hours (9 AM – 5 PM). Flexibility is essential to meet organizational needs. Time is split between the two Midlands campuses.

Requirements:

  • Education Requirements: Master’s degree in social work, counseling, or a related field plus 1 year experience in case management with at-risk youth or bachelor’s degree in social work or related field plus 2 years’ experience in case management with at-risk youth.
  • Two years’ experience in a supervisory position, managing a team of at least 3-5 individuals.
  • Strong Organizational and communication skills, including document management, time management, and compliance with DSS licensing standards
  • Proficiency in Microsoft Office, including Excel, Word and Outlook
  • Excellent public speaking skills and ability to engage and build community partnerships
  • Ability to work autonomously and collaboratively in a team setting while working with various personalities to ensure the best intentions are held for the residents, staff, and organization
  • Dedication to the mission of Palmetto Place and a passion for supporting youth (ages 15-24) while serving as a role model
  • Ability to maintain flexible schedule to meet the needs of the organization

Preferred Skills

  • Experience in using or managing data in the Homeless Management Information System (HMIS)
  • Experience managing grants through the department of Housing and Urban Development (HUD)
  • Experience developing community housing partnerships

Pre-Employment Requirements:

  • Valid driver’s license with a clean driving record
  • Satisfactory reference checks
  • Pass background checks (SLED, Fingerprint, DSS Central Registry, and both SC and National Sex Offender Registry)
  • If lived outside of South Carolina in the past 5 years, must also pass DSS Central Registry check from the state previously lived
  • Complete and pass a drug screen and Physical
  • CPR and First Aid certification
  • Must be 21 years of age or older
  • Completion of Trauma-Informed Care training within first month of employment

Job Type: Full-time

Pay: $45,000.00 - $48,000.00 per year
