JOB DESCRIPTION: Full Time – Residential Programs Director
SUPERVISOR: Executive Director
HOURS: 40 hours per week
CLASSIFICATION: Exempt, At-Will Position
The Residential Programs Director (RPD) oversees all Residential Program operations at Palmetto Place, serving unhoused, unaccompanied, or youth in foster care between the ages of 15-24 across two Residential Campuses in the Midlands. Residential Programs include DSS – Supervised Independent Living, Basic Center Program, Unaccompanied Youth Program, and Transitional Living Program. The RPD directly supervises the Residential Staff Supervisor, Case Coordinators, and Counseling Staff providing training, coaching, and support.
Responsibilities of the RPD include ensuring compliance with licensing and grant requirements, upholding trauma-informed practices across all levels of client services, and managing and reporting all Residential Program data. This Residential Programs Director is a leadership role requiring strong organizational, interpersonal, and problem-solving skills, as well as commitment to positively impacting youth.
Primary Responsibilities:
Staff Supervision & Development (30%)
- Oversee a team of 5-7 Residential Leadership staff, including the Residential Staff Supervisor, Case Coordinators, and Counseling Staff
- Conduct bi-weekly 1-1 Supervision with Residential Leadership Team to provide support, note growth, and ensure job responsibilities are being met
- Support in onboarding and orientation of new hires, including interview support, initial training, and 60-day evaluations
- Conduct performance evaluations 3x a year, as well as identifying opportunities for professional development among the Residential Leadership Team, promoting growth and providing coaching
- Co-facilitate a weekly Case Management meeting to review pending referrals, discuss Resident concerns, and assess Resident progress in a collaborative format
- Collaborate with the leadership team to develop and implement policies and procedures that enhance the quality of care and support provided
- Completion of a minimum of 16 hours of training per year while ensuring all staff meet the same requirements
Operations (50%)
- Oversee comprehensive case management and client services across all Residential Programming
- Ensure compliance with regulatory standards from the Department of Social Services, effectively managing licensing and contract requirements
- Oversee management of the Basic Center Program, ensuring fidelity to grant standards as established by the Family and Youth Services Bureau
- Serve as a collaborative resource for staff handling challenging situations, critical incidents, or emergencies
- Document, report, and analyze all Critical Incident Reports as required by DSS licensing standards, providing feedback on risk management and mitigation strategies for future incidents
- Coordinate with the Operations Manager on facility, vehicle, or property maintenance, repairs, and concerns
- Lead the process of ensuring implementation and facilitation of trauma-informed care across all levels of policy and programming
- Collaborate with leadership to develop and implement policies and procedures that enhance program quality
Data and Information (20%)
- Maintain accurate, measurable data relating to the Residential programs within both campuses and provide reports to the Executive Director and PQI Committee monthly
- Utilize analysis of Client Progress, Goals, and Outcomes to provide informed decisions on program efficacy and organizational strategic planning
- Conduct monthly audits of Residential Client Records, providing feedback and corrective action steps for Case Coordinators
- Manage and provide reports for Residential Programming data within digital platforms, including Apricot, HMIS, and Excel
- Serve on the Performance Quality Improvement Committee
Additional Duties
- Participate in weekly leadership meetings
- Support in onboarding and orientation of new hires, including interview support, initial training, and 60-day evaluations
- Conduct performance evaluations 3x a year, as well as identifying opportunities for professional development among the Community Programs Team, promoting growth and providing coaching
- Participate in the on-call rotation for Safe Place coverage on weekends (Friday 11 PM – Sunday 11 PM)
- Perform other duties as assigned to meet organizational needs
Schedule:
This is a full-time role requiring a minimum of 40 hours per week, primarily during business hours (9 AM – 5 PM). Flexibility is essential to meet organizational needs. Time is split between the two Midlands Campuses.
Requirements:
- Education Requirements: Master’s degree in social work, counseling, or a related field plus 1 year experience in case management with at-risk youth or bachelor’s degree in social work or related field plus 2 years’ experience in case management with at-risk youth.
- Two years’ experience in a supervisory position, managing a team of at least 3-10 individuals.
- Strong Organizational and communication skills, including document management, time management, and compliance with DSS licensing standards
- Proficiency in Microsoft Office, including Excel, Word and Outlook
- Excellent public speaking skills and ability to engage and build community partnerships
- Ability to work autonomously and collaboratively in a team setting while working with various personalities to ensure the best intentions are held for the residents, staff, and organization
- Dedication to the mission of Palmetto Place and a passion for supporting youth (ages 15-24) while serving as a role model
- Ability to maintain flexible schedule to meet the needs of the organization
Preferred Skills
- Experience in using or managing data in the Homeless Management Information System (HMIS)
- Experience managing any grants through the Family and Youth Services Bureau (FYSB)
- Experience operating a congregate care facility licensed by the Department of Social Services or equivalent licensing agency.
Pre-Employment Requirements:
- Valid driver’s license with a clean driving record
- Satisfactory reference checks
- Pass background checks (SLED, Fingerprint, DSS Central Registry, and both SC and National Sex Offender Registry)
- If lived outside of South Carolina in the past 5 years, must also pass DSS Central Registry check from the state previously lived
- Complete and pass a drug screen and Physical
- CPR and First Aid certification
- Must be 21 years of age or older
- Completion of Trauma-Informed Care training within first month of employment
