Under general guidance and leadership of the Director of Public Works, the Construction Engineering and Inspection (CEI) has an active role in the management and inspection of multiple large and complex capital improvement of projects from establishment of scope and objectives through completion of construction and may assist in the design and specifications of such projects. Day to day construction engineering inspection visits, communication, reporting and review are the major functions of this position.This position is designated as an emergency essential position that requires performance of emergency duties and actions to prepare, repair and recover the City before, during and after any adverse storm events (hurricane, tornado, tropical storm, winter storm, severe thunderstorm, flash flooding etc.) or other conditions (natural or manmade).ESSENTIAL DUTIESTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.Plans, schedules and performs construction inspections and attends progress meetings. Monitors work activities of contractors, vendors, citizens and other entities to ensure compliance with established policies, procedures and contract documents.Maintains daily logs, records, photographs, documents field incidents, verifies and generates change order requests, and interprets and verifies progress payments.Serves as a liaison between contractors, vendors, the general public and the City. Inspects construction in public right-of-way, underground utilities and streets to be accepted and maintained by the City. Inspections may include the use of various types of equipment, including density measuring devices, tape measures and other acceptable devices.Investigate public complaints regarding construction within the City’s rights-of-way, stormwater or flooding conditions and road conditions.Maintains and utilizes knowledge of Federal, State and Local laws and regulations relating to environmental and construction related issues affecting the City.Monitor adjustment of construction schedules.Attends a variety of meetings, including pre-bid and pre-construction conferences with contractors, utility and regulatory agencies, the general public and City team members.Administratively reports regarding project budgets and federal wage monitoring programs.Reviews changes to constructive plans and/or methods to meet field conditions. Ensures that proposed changes are properly identified, measured and the appropriate alterations to project estimates, schedules and budgets are established after making recommendations to leadership. Attends and participates in conferences, meetings, seminars and workshops.Review permit applications for private use of city rights-of-way, review plans, and inspect the construction for compliance with requirements.Perform other duties as assigned.KNOWLEDGE, SKILLS AND ABILITIESKnowledge of the basic principles of civil engineering as related to construction, including concrete formwork, concrete mix designs, asphalt mix design and asphalt pavements, stormwater systems, sanitary sewer and water systems, jack and bore, dredging, building, roofing systems, etc.A working knowledge of mathematics, including trigonometry and geometry, and the ability to make accurate mathematical calculations, including volumes and material quantities.Thorough knowledge of the objectives, principles and practices involved in administrative project management.Ability to engage in an effective, cooperative, team-focused and productive manner within working relationships with consultants, outside agencies, regulatory bodies, contractors, city team members, leadership, other departments and the general public.Ability to communicate both verbally and in writing within all levels of the organization using proper business English in a professional and effective manner. Ability to multi-task and manage multiple projects, including control of financial and scheduling responsibilities.Ability and skills to perform site inspections and read blueprints, construction plans, etc.General knowledge of soil and aggregate classifications and field compaction methods utilizing nuclear gauge, drive sleeve or sand cone.Ability to verify lines, grades, dimensions and elevations using survey and field engineering equipment.Knowledge or ability to learn safety operations and requirements with regard to the OSHA Confined Space entry program.Knowledge of National Pollutant Discharge Elimination System (NPDES) requirement, as well as stormwater inspection to verify compliance with erosion and sediment control requirements.Knowledge and skills utilizing Microsoft Office Products (Word, Excel, PowerPoint and Outlook).Ability to learn third party software in an independent manner.Ability to operate standard measuring devices, cameras, civil engineering instruments and equipment.Ability and desire to provide excellent customer service to the general public and in any interactions with others. Ability to enforce regulations professionally, courteously, firmly, tactfully and impartially.Ability to collect information, complete records, and explain findings in written correspondence and verbally accurately and in an understandable format.

EXAMPLE OF DUTIES
Graduation from high school or possession of an acceptable equivalent diploma. Associate degree in construction, engineering or related field preferred.Valid driver’s license.Three (3) years experience in the construction inspection field, roadways, parking lots, public works, transportation, building, water and sewer infrastructure. Possession of FDEP Qualified Stormwater Management Inspector Certification preferred. A comparable amount of training and/or experience may be substituted for the minimum qualifications.PHYSICAL DEMANDSThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
