Under guidance and leadership of the Director of Planning and Economic Development. This position performs professional duties for the Building Services Department within the City of Panama City. Issue permit numbers, prepare files, and generate fee receipts. Assist citizens and customers of the department in a friendly, courteous, and professional manner through clear oral and written communication. Receive and schedule requests for building inspections, coordinating with inspectors and maintaining a daily inspection log and results. Provide information to developers, contractors, general public regarding building issues, property information, procedures, ordinances, and inspection results.Ability to perform other duties as assigned. KNOWLEDGE, SKILLS AND ABILITIESKnowledge of construction processes and in progress timelines related to building / construction projects.Knowledge of building permit operation practices and procedures. Strong skills in Microsoft Office products (Word, Excel, Power Point and Outlook). Excellent ability to communicate effectively and professionally, both orally and in writing. Ability to learn and utilize third-party software in an independent and efficient manner. Ability to establish and maintain professional, cooperative, team focused and effective relationships with team members, other departments, leaders, government officials and the general public. Knowledge of record keeping and time keeping. Strong skills and abilities presenting to a group (planned and unplanned) as needed via conversation, speech, presentation and impromptu. Ability to prepare documents and reports and present oral and written presentations to small groups.Ability to use critical thinking skills to arrive at solutions and suggest improvements to processes.Ability to make decisions based on department policy. Ability to learn the operating practices of municipal government. Excellent project and time management skills with ability to prioritize work and resources and meet necessary deadlines. Ability to exercise independent judgment while following processes and procedures as determined.Ability to multi-task and maintain strong level of organization with evolving and changing priorities.

Graduation from high school or possession of an acceptable equivalency diploma.Minimum of two (2) years' work experience in professional business environment, preferable in an administrative capacity.Must possess a Permit Technician Certification from the International Code Council or ability to obtain within twelve (12) months of hire.Valid Driver’s License.
