What You'll Do
The IT Project Portfolio Business Analyst is responsible performing resource capacity planning and performing up-front analysis on IT projects, including business customer interactions, and working with IT management and staff to facilitate new project intake. The IT Portfolio Business Analyst must be able to coordinate a dynamic and complex IT portfolio in a fast-paced environment and align resources with prioritized work.
- Facilitate the continuous review of the IT Portfolio to ensure allocations and priorities are in alignment with the business imperatives and goals
- Perform resource capacity planning of IT resources across all IT projects, predicting and forecasting the need for IT resources using tools to measure it against future project demands
- Develop and maintain an IT portfolio of projects and programs using a toolset to create roadmaps and convey resource constraints and portfolio health across all projects
- Conduct evaluations with customers; analyze needs; manage priorities; conduct conceptual evaluations; review project demands; manage work-planning and resourcing
- Prepare and present project requests for regularly scheduled meetings with Executive Leadership, the CIO, and IT Leadership
- Develop project requirements documents through interactions with customers and technical personnel
- Assess and report on status, issues, and risks of items in the IT portfolio
- Manage and report on resource allocation, including capacity to accept more work
- Collaborate and coordinate across all IT and business segments
- Exercise initiative and independent judgment and discretion under limited supervision
- Develop reports that communicate project and demand status, resource assignments, and resource availability

Minimum Job Requirements
- Bachelor's degree with a minimum of two years of relevant experience. Typical relevant experience ranging from 4 to 7 years.
- OR Master's degree with a minimum of one year of relevant experience.
- Applicants with a high school diploma or equivalent may be considered on an exceptional basis with 10 or more years of relevant experience.
Preferred Job Requirements
- Ability to work independently and effectively as part of a group with diverse backgrounds and skills
- Strong interpersonal communication skills, time management skills, organizational skills, and oral and written skills
- ServiceNow experience, especially with Strategic Portfolio Management and Project Management modules
- Proven experience in business analysis for production or technical projects
- Extensive knowledge and experience working with Excel spreadsheets
- Knowledge and understanding of strategies for gathering, reviewing and analyzing data requirements
- Demonstrated experience in effectively partnering and communicating with internal and external customers
- Experience with Agile Scrum or Scaled Agile techniques
- Highly-motivated individual with a natural instinct to lead
- Proven experience in effectively handling multiple tasks while meeting deadlines
- Skilled in the use of tools such as project portfolio management, data analytics, word processing software, Scrum, Kanban, or other hybrid agile methods
- ITIL framework certification
- Project Management Institute (PMI) Project Management Professional (PMP) Certification
- Scaled Agile Framework (SAFe) Leading SAFe Certified
- Certified Business Analysis Professional (CBAP) or Entry Certificate in Business Analysis (ECBA)

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
