Job Description:

Pardeeville Area School District is seeking an individual to serve as the full-time Fiscal Services Administrator starting in April/May 2025. Due to an upcoming retirement, the ideal candidate will work with the outgoing Fiscal Services Coordinator and CESA5 business staff which will facilitate a smooth transition in a caring and supportive work environment.

Responsibilities:

The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully to be qualified for the position. Other duties may be required and assigned.

  • To serve as the primary fiscal assistant to the superintendent, who functions as the school district’s chief financial officer.
  • Assist in the preparation of the proposed budget. Calculate salary and fringe budget figures and input all budget figures using computer software. Print appropriate reports as needed.
  • To complete and/or assist in the completion of all financial and reports as required by the Department of Public Instruction, other appropriate governmental agencies and the Board of Education.
  • Responsible for the school district semi-weekly payroll and all quarterly, monthly and annual reports, both fiscal and calendar, associated with payroll including but not limited to printing of W-2’s, 1099’s, Federal 941 reports, 1095C ACA reporting, Unemployment Compensation reports, annual reconciliations, flexible benefit plan, payroll checks and advice of deposit slips, ACH and direct deposit E-mail file, TSA’s, insurance premiums, garnishments, and retirement.
  • Responsible for the proper filing and storage of all financial reports, records of transactions and necessary historical data.
  • Prepares and certifies tax levies to municipalities; and records, collects and deposits tax monies.
  • Assist in the management of finances of the district through the investment of funds, debt retirement, building fund, activity funds, local depositories and local government investment pool.
  • Assist the Food Service Supervisor and Supervisor of Buildings and Grounds in the maintenance of all financial records, reports, payroll, fiscal accounting and record keeping procedures.
  • Serves as a resource person as may be directed by the superintendent in fiscal planning and/or fiscal problem solving.
  • Assist the superintendent in the monthly monitoring of the school district budget. Prepares reports for the Board of Education that shows the status and/or trends of the budget year. Monthly bank reconciliation of ALL bank accounts and posting corresponding transactions to the books by way of computer software.
  • Prepares as required or directed various state and federal budget and financial reports to DPI, including, but not limited to full financial annual and budget reports, Special Education annual and budget reports using Department of Public Instruction’s software via internet.
  • Receives, prepares for payment and records all bills and approved requests for payment. Input vouchers using computer software and print checks for board approval. Prepare appropriate reports for board meeting packets.
  • Receives, deposits and properly records all school district monies including E-Funds.
  • Monitors the debt service fund and building fund and maintains current records of transactions and prepares status report as requested.
  • Process claims for Federal/C.E.S.A. grants on a quarterly basis. Accurately code and process Special Education flow-through transactions to C.E.S.A. 5.
  • Performs salary calculations using compute software for negotiation purposes. Updates personnel information and prints payroll/fringe worksheets for support staff. Updates teacher contract information and prints payroll/fringe worksheets and contracts for teachers.
  • Assists staff in understanding procedures on requisitions and purchase orders, account numbers, questions on salary/fringe benefits and concerns on budget information. Provides printouts of various individual budgets when requested or necessary.
  • Responsible for all Elementary and Middle School/High School student activity accounts, including but not limited to receiving counting deposits, check writing and reconciling bank statements on a monthly basis.
  • Works closely with auditors on annual financial audit according to the Department of Public Instruction account code structure and all other specifications.
  • Prepares staff certification report using Department of Public Instruction software.
  • Prepare and reconcile annual retirement reports to Wisconsin Retirement System and distribute earnings statements to staff.
  • Assist the students, parents and teachers when the high school aide/secretary is out of the office.
  • Prepares and processes insurance enrollments.
  • Serves as the contact person for employees who need FMLA or LTD participation.
  • The administration or designee may assign other duties and accountabilities limited to those consistent with the applicable job function and pay grade.

Qualifications:

Minimum: Two-year degree related to accounting or finance, and/or relevant work experience. Preferred: Bachelor’s Degree (or higher) with additional WI licensure as a school business administrator (or similar). A valid Wisconsin driver’s license is required. Experience/ training in computerized accounting systems, spreadsheets, databases and word processing. Must be able to work at a desk/computer for extended periods of time.

Must be able to have repetitive wrist/hand/finger movement to work on computer and/or related office equipment. Preferred qualifications of School Finance experience and/or understanding of WI Uniform Financial Accounting Requirements (WUFAR), as well as human resource/benefit services management.

Special Knowledge/Skills:

  • Bookkeeping/accounting experience preferred
  • General knowledge of office practice and procedures.
  • Good organizational, verbal, written and communication skills
  • General knowledge of computers and related office equipment.
  • Ability to work with a minimum of direct supervision.
  • Ability to handle multiple tasks.
  • Ability to prioritize tasks.
  • Ability to maintain confidentiality.
  • Ability to work well with staff, administrators, School Board, students, parents and the public.
  • Good typing and proofreading skills
  • Maintain a dependable work record
  • Possess good analytical skills
