SUMMARY
The GIS Analyst position works under the supervision of the Director, Drainage Operations, while coordinating work efforts with the Data Analytics Department. The incumbent utilizes the GIS Software Development Engineering (SDE) environment to create and deploy solutions in order to optimize the use of our Ascension Parish Geographic Information System.
MAJOR DUTIES
· Interacts with APG employees and constituents to ensure optimal use of GIS system and database control
· Works with APG employees responsible for maintaining and updating GIS data
· Oversees the production of maps, charts, and other GIS related data for sale and distribution to
· both the Public and the AP governmental offices
· Provides advanced GIS data analytics that result in map-based reports used by parish offices
· Assists with the collecting, updating, and importing of GIS related data such as CAD, Parcel, and
· Spatial Data from various internal and external data sources
· Assist in maintaining and creating GIS web maps
· Provides technical assistance to the IT technical staff
· Trains APG and other agencies and end users in GIS applications
· Manages of ArcGIS online accounts, SDE geospatial database, and GIS web applications
· Performs general field survey duties as needed utilizing ArcGIS and GIS software
· Gathers, interprets, and uses complex data to develop actionable steps to improve processes and optimize results
· Responsible for work order system
· Administers GPS (Global Positioning System) for the East Ascension Drainage Department
· Conducts field exercises utilizing GPS equipment to pinpoint coordinates and measurements for various parcels, road, structures, and vegetation
· Must be able to operate equipment including, but not limited to the following: Parish vehicle, boat and motor, programmable GPS Unit, hand tools, field equipment, and safety equipment
· Knowledgeable in accessing Google maps, provides maps, updates asset data, and does spatial queries as requested
· Any other duties as assigned
MINIMUM EDUCATION AND EXPERIENCE QUALIFICATION REQUIREMENTS
Full Performance Level Minimum Qualification Requirements – Labor Grade 118
- Education and Experience: A Bachelor’s degree from an accredited four-year college or university in Geography, Design Drafting, Management Information Systems (MIS), Computer Information Science (CIS), Geographic Information Systems (GIS), Information Technology (IT) or other related programs and (2) years or higher-level, directly related experience is fully qualifying for the 118 level.
- Combined Secondary Education and Experience: (6) years combined progressively higher-level education (post high school) leading to a bachelor’s degree in a related field and higher-level, directly related experience is fully qualifying for the 118 level.
- Experience: (6) years’ higher-level, directly related experience is fully qualifying for the 118 level.
Developmental Level Minimum Qualification Requirements – Labor Grade 117
· Education and Experience: High school diploma or GED equivalent and (5) years directly related experience is fully qualifying for the 117 level.
· Combined Secondary Education and Experience: A combination totaling (5) years of progressively higher-level education (post high school) leading to a bachelor’s degree_ and_ directly related experience is fully qualifying for the 117 level.
· Experience: (5) years directly related experience is fully qualifying for the 117 level.
Developmental Level Minimum Qualification Requirements – Labor Grade 114
· Education: An associate’s degree from an accredited two-year college or university is fully qualifying for the 114 level.
· Combined Secondary Education and Experience: (2) years combined progressively higher-level education (post high school) leading to an associate’s degree_ and_ directly related experience is fully qualifying for the 114 level.
· Experience: (2) years’ directly related experience is fully qualifying for the 114 level.

LICENSES AND CARTIFICATION REQUIREMENTS – CONDITIONS OF EMPLOYMENT
· The incumbent is required to have a current, and the ability to maintain, Louisiana state driver’s license.
· The incumbent is subject to a pre-employment physical and drug test with random drug testing thereafter.
· Any technical certificates in GIS, Database, or Data Analytics are a plus. Emphasis in ESRI and SQL Server Products.
