Parker Tide is a small business in DC. We serve as a value-added partner to the government. We are seeking an HR Workforce Data Analyst (Part-Time) to work with one of our DC clients.
Title : HR Workforce Data Analyst (Part-Time).
Period of Performance : One year and four option years.
Requirements : Proficiency in data analysis and interpretation to inform HR decisions.
Working Schedule / Hours : 20 hours a week / Part Time Only
Salary : Depends on Experience.
Investigation Requirement : Public Trust.
Place of Performance : There will be an onsite orientation and familiarization period. After, at the agency's discretion, work assignments may be completed off-site.
Tasks / Description
Effectively gather, extract, and analyze workforce data to assist Human Capital Targets (HCT) and the agency in making informed decisions, optimizing resource allocation, and enhancing overall organizational performance.
- Analyze complex workforce management and strategy matters, such as pay and compensation, performance management, recruiting strategies and initiatives, training, education, and leadership development, and provide advice and guidance to organizational leadership.
- Develop queries and conduct analyses of workforce data, hiring trends, attrition, and other data necessary to ensure the office and agency meet critical hiring goals and identify competency gaps in mission-critical positions.
- Derive meaning from big data (i.e., datasets that may be large, disparate, unstructured, and / or complex), including structured, loosely structured, and unstructured data.
- Use current reports, new report requirements, requests for management information, and program evaluation data to develop and analyze information to comply with regulations and policies and support external audits and data inquiries (i.e., GAO, OPM, OMB, etc.).
- Retrieve data from the agency's human resource systems and training databases and coordinate with HR specialists.
- Conduct observational analyses using software and / or programming languages such as SQL, R, Python, Tableau, Qlik, Power BI, and JavaScript to explore and group data, test hypotheses, predict outcomes, and inform decisions.
- Use appropriate analytic and statistical software to programmatically prepare data for analysis and clean imperfect data such as probabilistic matching and imputation of missing values.
- Develop data visualizations and dashboards to communicate findings.
