*This is an in-office position.

 

General Statement of Duties

This is an exempt position responsible for supervising the Accounting, Payroll, and AP professionals. The Supervisor of Accounting will develop the skills and review the work products of each team member. The position will leverage their accounting experience to maintain the accounting department and support the District in growth initiatives.

 

Supervision Received

Works under the direct supervision of the Controller and under general supervision of the Chief Financial Officer.

Primary Duties and Responsibilities

Financial Reporting:

  • Provide review work related to monthly financial statements and monthly board memo.
  • Assist Controller with annual financial statement preparation.
  • Responsible for monthly GL closing activities.
  • Assist in preparation of year-end documentation requested by external auditors.
  • Contribute ideas to optimizing the month end close checklists and use of lead sheets.
  • Analyze the financial statements to make recommendations to the Controller, CFO, and District-wide departments.

Budget Tasks:

  • Assist departments in analyzing and evaluating budget-to-actual results.
  • Assist with preparation of annual budget.
  • Develop best practices and identify year over year efficiencies.

Project Accounting and Fixed Asset Management:

  • Ensure GASB and GAAP accounting treatment(s) are adhered to.
  • Responsible for the review of fixed asset additions, disposals and depreciation in the fixed asset management system.
  • Develop efficient templates for onboarding new assets.
  • Assist with single source management around asset ID’s and inventory management.
  • Review or reconcile fixed assets from sub ledger to general ledger quarterly.
  • Assist accountants with automating routine fixed asset tasks.

Accounts Receivable:

  • Audit profiled transactions for objectivity, completeness, and accuracy.
  • Develop processes to ensure all cash deposits are in connection with previously issued AR in order to promote a matching process withing our treasury function.

Payroll:

  • Perform variance analysis.
  • Assist the payroll department with regulatory compliance.
  • Ensure payroll software is optimized by balancing tasks requiring manual entries.
  • Develop and utilize reporting tools within payroll software.

Additional Accounting Duties:

  • Track and classify District investments.
  • General ledger maintenance.
  • Assist in developing, monitoring and maintaining internal controls.
  • Review daily journal entries and ensure the necessary support is provided.
  • Assist with organizing the departmental asset information into an asset management program.
  • Other duties as assigned.

 

Knowledge, Skills & Abilities

  • Solid knowledge and competence in the use of computer software, including but not limited to, accounting software, Microsoft Office, Adobe Acrobat, and PC operating systems.  Ability to design and develop spreadsheets of intermediate difficulty.
  • Ability to establish and maintain effective working relationships with employees, the public, and other private or public sector organizations.
  • Must be a strategic thinker and challenge assumptions that demonstrate insufficient support.
  • Ability to work independently with broad direction and limited supervision.
  • Ability to research, analyze, and resolve problems. Problem solving must be a strong suite and demonstrate passion for solving complex or ambiguous matters.
  • Ability to effectively communicate verbally and in writing, organize activities in order to complete tasks in accordance with priorities, address multiple demands, and meet deadlines.
  • Ability to direct, coach, and train staff of various skill levels.
  • Ability to understand the District’s accounting practices relating to fixed assets
  • Must have the desire to co-lead the next ERP initiative and have worked on ERP initiatives or large-scale initiatives previously.

Qualifications/Experience

  • Prior Senior Accountant or Supervisory experience required.
  • Bachelor’s degree in accounting, finance, business, statistics, or mathematics is required plus at least three years of experience working directly in the accounting field.
  • National or Regional public accounting experience and or experience leading an annual audit process strongly preferred.
  • Experience with governmental accounting practices (GASB) and or generally accepted accounting principles (GAAP).
  • Must have a Motor Vehicle Record within the Acceptable or no less than Borderline rating according to the Vehicle Policy.

Working Conditions\Physical Activities

  • Monday through Friday, 40-hour workweek. This is an in-office position.
  • Standard office environment with constant interruptions and deadlines; mostly sedentary work with computer use for prolonged periods.
  • Vision to read and interpret reports and other written documents; speech communication and hearing to maintain communication with employees and citizens.
  • Light physical effort required by handling objects up to 10 to 15 pounds occasionally and/or up to 5 pounds frequently.
