TPWD MISSION

To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION:

Under the direction of the Program Director of Technical Resources, this position performs highly complex (senior-level) business analysis work who will help with business requirements and technical documentation of the innovative initiative. This position will be responsible for reviewing, assessing, and developing business processes. Assisting with user acceptance testing. Implementing post-implementation support of systems. Providing research and special project support. Upon establishment of the baseline requirements, the business analyst will manage and verify the fulfillment of all these requirements, including post-implementation enhancements. The position should integrate the value of a human-centered approach to product development and process design and have the ability to continuously act in the best interest of users at the center of these activities. Communicating with stakeholders, management, and other relevant parties. May provide guidance to others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division, and Branch rules, regulations, and procedures.


Qualifications


MINIMUM QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Bachelor’s degree.


Experience:

Three years of experience business analysis or closely related field.


Licensure:

Must possess or be able to obtain within one year of employment Certification as IBA or PMI Certified Business Analysis Professional (CBAP) or IIBA Entry Certificate in Business Analysis (ECBA);

Applicant must possess a valid State driver’s license.

NOTE: Retention of position contingent upon obtaining and maintaining required license.


Background:

Required to pass a national fingerprint-based background check prior to employment offer. Potential candidate will be responsible for expenses related to the background.


ACCEPTABLE SUBSTITUTIONS:

Education:

One additional year of the required experience may substitute for 30 hours of the required education, with a maximum substitution of 120 semester hours.


PREFERRED QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Bachelor’s degree or Master’s degree in Business, Public Administration, Communications, Computer Science, Computer Information Systems, or Management Information Systems.


Experience:

Five years experience as a dedicated business analyst completing the following types of activities: (1) eliciting requirements from interviews with customers; OR (2) writing system requirements documents based on the interviews; OR (3) leading a complete and detailed analysis of business processes.


Licensure:

Current Certification as IBA or PMI Certified Business Analysis Professional (CBAP) or IIBA Entry Certificate in Business Analysis (ECBA).


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of eliciting requirements from interviews with customers;

Knowledge of writing system requirements documents based on the interviews;

Knowledge of leading a complete and detailed analysis of business processes;

Knowledge of Software development life cycle methodology;

Skill in business analysis methodologies; analyzing and evaluating complex information technology applications, policies, and issues; and developing creative and workable solutions to complex problems and issues;

Skill in Gathering, developing, documenting, and testing user requirements for systems and contracts to produce timely and high-quality requirements-related work products;

Skill in supporting development functions, including the contract solicitation and implementation, and provides subject matter expertise to ensure contracts are written to meet business objectives;

Skill in supporting Operations agile development efforts as a Product Owner or Product Lead;

Skill in analyzing existing business processes, tools, and contracts and identifies opportunities for improvement;

Skill in conducting research for Operations and presents findings;

Skill in documenting or creating business processes;

Skill in using standard office software and equipment;

Skill in performing business or systems analysis using a defined methodology;

Skill in using a personal computer in a Windows environment and Microsoft software;

Skill in identifying and analyzing resources needed and actions to be taken to ensure division needs are met with a quality product;

Skill in SharePoint administration as a power user;

Skill in collaboration and problem solving;

Skill in basic mathematical computations;

Skill in handling multiple tasks, prioritizing, and effectively meeting deadlines;

Skill in exercising sound judgment and effective decision making;

Skill in prioritizing, identifying and communication project resources and updates needed to complete multiple projects concurrently within scheduled deadlines;

Skill in effectively conveying information and encouraging an exchange of ideas;

Skill in identifying, defining, and solving problems;

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;

Required to work overtime as necessary;

Required to travel 5% with possible overnight stays;

Required to operate a State vehicle;
