Primary Purpose of Position: The person in this position develops and maintains collaboration across local, physical, and behavioral health agencies, community stakeholders, advocacy groups and political units such as County Managers and Boards of County Commissioners. Position will serve as a collaborative partner in identifying system barriers, developing solutions, and leading Partners’ efforts in the assigned communities. Works in partnership with other LME/MCO departments to address identified needs within the catchment area.
Role and Responsibilities:
Managed Care Organization Representation and Collaboration at the Regional and Community Level
- Externally represents the LME/MCO on community boards, county appointments, and other assignments, to promote the role of Partners in meeting the needs of stakeholders in their communities. Examples include, but are not limited to, regular meetings with local health departments, social services, school systems, juvenile justice, law enforcement, probation/parole, county managers, Boards of County Commissioners, state agencies, non-profits, healthcare providers, standard plans, FQHC agencies, advocacy groups and other stakeholder groups as required in Tailored Plan operations.
- Responds to inquiries and concerns from agencies and stakeholders at the community and county board level, the and/or the community committee level, either resolving them or identifying other LME/MCO departments which can assist; educates and informs community agencies and boards about Partners’ role/responsibilities to our members/recipients, stakeholders; resources, provider capacity, quarterly reports, and other data sets as required by Tailored Plan operations.
- Strives to remove barriers which prevent or inhibit members/recipients from full participation in their treatment; acts as a liaison between stakeholders and Partners offers recommendations to senior management when items of concern are identified and require resolution.
- Works with county leadership on individualized initiatives to promote health and well-being for members/recipients in their communities; collaborates with county leadership on maintenance of effort funds to ensure behavioral health services are available to address the needs of members/recipients in their home community.
- Cultivate, encourage and model efforts to expand cross-team collaboration and partnership. Promote teamwork and collaboration throughout the department and organization. Collaborate and communicate with members/recipients and families in community meetings, trainings, events, surveys, etc.
Knowledge, Skills and Abilities:
- Comprehensive knowledge of State and local human services system.
- Comprehensive knowledge of Medicaid transformation, tailored plan operations and population health.
- Demonstrated effective leadership presence required, with demonstrated confidence in dealing with unknown and complex issues.
- Strong and persistent ability to initiate action and make prompt independent decisions based upon relevant facts.
- Knowledge of and sensitivity to local political issues.
- Exceptional interpersonal skills, effective communication ability, problem solving, and negotiation skills.
- Considerable understanding of the MH/SU/DD service array and an understanding of various community systems.
- Proficient skill in word processing, PowerPoint, Outlook Express, and Microsoft Excel. Also, data management, analysis, interpreting, and reporting.
- Demonstrated organizational, oral, and written communication abilities.
- Demonstrated ability to establish and maintain effective working relationships with consumers, providers, state officials, community agencies, board members, and other MCO stakeholders.
- Demonstrated project management ability, experience with budget and contract development.
Education/Experience Required: Bachelor’s degree in a human services field and two (2) years of post-degree MH/SU/IDD experience within the population served OR a Master’s degree in a human services field and one (1) year of post-degree MH/SU/IDD experience within the population served; Plus seven (7) years of progressive experience in an LME/MCO or other behavioral health setting. Must have good working knowledge of the community/communities served. Must have ability to travel.
