Program Officer – AFS

The primary responsibility of the Agriculture and Food Security Program Officer (PO) is to provide support to the USAID-funded Farmer-to-Farmer Program (F2F), along with other programs within the unit. The PO will utilize expertise in agriculture and rural development to recruit skilled volunteer experts, guaranteeing the delivery of high-quality and relevant volunteer outputs, scopes of work, donor reports, and assisting with program monitoring and evaluation (M&E). Additionally, the PO will assist in overseeing and providing backup support for F2F Field Office operations. This role reports to the Associate Director of Agriculture and Food Security.

Roles and Responsibilities

  • Recruit highly qualified F2F volunteers to complete 2-4 week technical assignments in Latin America and the Caribbean.
  • Collaborate with Field Office staff to develop high-quality scopes of work that are demand-driven based on host organization needs.
  • Conduct volunteer orientations on assignment expectations and deliverables.
  • Review and approve volunteer trip reports and recommendations forms for appropriateness.
  • Assist in developing and updating the F2F programmatic M&E database.
  • Review M&E data and reports for quality / completeness.
  • Review assignment deliverables and input relevant information into M&E database.
  • Provide backstop support to F2F Field Offices on technical, financial, and administrative tasks.
  • Track the progress of the F2F Field Offices in meeting program targets and technical deliverables.
  • Contribute to development of semi-annual and annual reports for USAID.
  • Assist with communications, outreach, and event planning.
  • Assist with the preparation of new proposals and concept notes, as needed.
  • Provide backstop support to F2F Field Offices on technical, financial, and administrative tasks.
  • Assist with processing volunteer and staff reimbursements.
  • Other tasks as assigned.

Qualifications and Minimum Requirements

  • Bachelor’s degree in agriculture, nutrition, international affairs, or related field required.
  • Minimum of 1-2 years of experience in administration, operations, project management or related field preferred.
  • Minimum of one year of experience (including internships) in climate, agriculture, food security, or other related fields preferred.
  • Interest in international development, project management, and organizational development required.
  • Familiarity of USG procurement policies and regulations preferred.
  • Excellent attention to detail, organization, and time management skills, with ability to prioritize effectively and meet deadlines.
  • Ability to multitask and process information quickly and exhibit strong attention to detail.
  • Strong problem-solving ability, outstanding interpersonal skills, and high energy and enthusiasm.
  • Excellent writing and editing skills.
  • Strong communication skills and fluency in English (written and oral).
  • Spanish or French proficiency (strongly preferred).
  • Knowledge of Microsoft Office, especially Outlook, Work, Powerpoint, Excel.
  • Demonstrated ability to work independently and to track and report on progress.

    The position is located in Washington, DC and the salary range is $50,.00 to $60,.00 annually. This is a hybrid position and will be required to report to the DC Office once a week at a minimum.
