Overview
The Manager of IT Change Control at Partnership HealthPlan of California (Partnership) plays acritical role in managing and improving the IT change management processes. The role ensuresthat changes to IT systems, infrastructure, and applications are implemented in a controlled,compliant, and efficient manner to minimize risks and service disruptions to Partnership’sbusiness operations. The Manager of IT Change Control collaborates closely with multipledepartments, including IT, security, clinical operations, and external vendors, to ensure changesalign with Partnership’s business priorities, regulatory requirements, and industry standards. Thisrole is pivotal in supporting continuous improvement efforts in IT processes and ensuringchanges to critical systems support the delivery of health services to Partnership members.
Responsibilities
▪ Oversees the end-to-end IT change management process, ensuring changes to systems,infrastructure, and applications are controlled, reviewed, and approved in alignment withorganizational policies.▪ Leads and facilitates Change Advisory Board (CAB) meetings, ensuring effectivecommunication and collaboration between stakeholders.▪ Manages change requests, risk assessments, and impact analysis, ensuring that allchanges are implemented with minimal disruption to IT services and aligned withPartnership’s business needs.▪ Tracks the progress of changes, ensuring they are implemented as planned, andmonitoring post-implementation results. This includes analyzing metrics to assess theeffectiveness of the change management process.▪ Ensures that all changes comply with healthcare regulations, including HIPAA, HITECH,and other applicable legal and regulatory requirements.▪ Works with the IT Security and Compliance teams to ensure that changes adhere tosecurity protocols and risk management strategies.▪ Acts as a liaison between various IT teams, departments, and stakeholders to ensure clearcommunication regarding upcoming changes, schedules, and impacts.▪ Continuously assesses and manages risks associated with IT changes, developingcontingency plans or changes that may lead to unexpected issues or failures. Thisincludes coordinating rollbacks and recovery strategies as needed.▪ Implements and refines change management processes, adopting ITIL (InformationTechnology Infrastructure Library) and other best practices to improve the efficiency andeffectiveness of the change management lifecycle.▪ Identifies and leads initiatives to automate and streamline change managementworkflows, improving response times and reducing errors.
▪ Promotes a culture of continuous improvement, identifying opportunities to enhance thechange control process and overall IT operations.▪ Serves as the primary point of contact for change-related communications within the ITdepartment and across Partnership’s business units.▪ Ensures that changes are communicated clearly to all relevant stakeholders, including ITteams, business users, and external vendors.▪ Maintains clear and accurate documentation of all changes, approvals, and postimplementation reviews to support transparency and accountability.▪ Develops and maintains metrics and reporting systems to track the effectiveness of thechange management process, including change success rates, incident trends, and areasfor improvement.▪ Provides regular reports and dashboards to IT leadership and key stakeholders,highlighting critical changes, risks, and performance metrics.▪ May supervise and provide guidance to staff as assigned.▪ Other duties as assigned.
Qualifications
Education and Experience
Bachelor’s degree in Computer Science, Business, or related field;minimum four (4) years in IT change management and IT operations;or equivalent combination of education and experience. Five (5) ormore years of experience in IT change management and IT operations.At least three (3) years of experience in a lead or management role maybe required.
Special Skills, Licenses and Certifications
ITIL certification (v3 or v4) or other relevant certifications (e.g., PMP,Agile) or equivalent experience in IT Service/TechnologyManagement. Strong understanding of regulatory requirements inhealthcare, including HIPAA, HITECH, and other applicable lawshighly preferred. Experience in managing change control processes in ahealthcare or health plan environment is highly preferred. Strongknowledge of IT infrastructure, application development, cloudcomputing (e.g., AWS, Azure), and security best practices. Experiencewith ITSM platforms such as ServiceNow, ManageEngineServiceDesk, or Jira for managing change requests and workflows

Demonstrated leadershipand project management skills with the ability to drive initiatives andmanage multiple priorities. Effective written and oral communicationskills. Detail-oriented with strong organizational skills. Ability to workon multiple projects and assignments simultaneously and meetdeadlines. Experience working in a health plan or managed careorganization. Knowledge of healthcare interoperability standards andtechnologies, such as HL7, FHIR, or EDI. Familiarity with DevOpspractices, cloud migrations, and agile methodologies. Strong analyticaland problem-solving skills with a focus on continuous improvement.
Work Environment And Physical Demands
More than 50% of work time is spent in front of a computer monitor.May be required to bend, stoop, kneel, crawl, or work in other nonstanding and non-sitting positions to install cabling, systems hardware,and other related equipment.

HIRING RANGE:
$136,296.78 - $177,185.82
