Overview
The Benefits Eligibility Coordinator assists individuals referred through the enrollment process at Care Design NY in securing Medicaid coverage to support their enrollment in Care Management with Care Design NY, including enrollment in the OPWDD HCBS Waiver where required for a waiver of parental deeming. This position is responsible for working with individuals, families, Regional Enrollment staff, and Benefits and Entitlements Specialists to coordinate enrollment activities. The Benefits Eligibility Coordinator is proactive, taking all necessary steps to facilitate Medicaid coverage promptly and accurately.

Responsibilities
- Work with Regional Enrollment staff, individuals and families to determine the assistance needed and the most appropriate method of obtaining Medicaid eligibility.
- Assist individuals who wish to enroll with Care Design NY to secure Medicaid coverage, including the waiver of the parental deeming process as needed for those seeking HCBS Waiver services.
- Complete, submit and track the status of Medicaid applications submitted via DSS, HRA and NYSOH; coordinate HCBS Waiver enrollment as appropriate.
- Build and maintain positive working relationships with benefit-paying agencies such as local Departments of Social Services (DSS), the Social Security Administration (SSA), Department of Health {DOH), Office of Temporary and Disability Assistance (OTDA), Office for People with Developmental Disabilities {OPWDD), and other entities providing benefits, services and supports to CDNY enrollees.
- Coordinate Medicaid eligibility, proper coverage and coding with OPWDD regional staff as needed
- Prepare status and progress reports for Care Design NY Leadership
- Identify issues related to Medicaid and HCBS Waiver application submission and processing that may impact individuals seeking services and bring those to leadership's attention.
- Willing to become a Certified Application Counselor (CAC) for the New York State of Health (NYSOH)
Qualifications
- Associate’s degree preferred
- 5 years of experience working in the NYS I/DD system
- Strong knowledge of OPWDD programs and the HCBS Waiver
- Ability to work directly with benefit-paying agencies (e.g., DSS, SSA)
- Excellent verbal and written communication skills
- Excellent computer skills; ability to learn new systems and programs
- Ability to meet and work directly with individuals, families, and advocates and coordinate efforts with other Care Design NY staff as needed
- Knowledge of Medicaid eligibility criteria and coverage options for individuals with I/DD is a plus
