General Description
JOIN OUR TEAM AS A PRINCIPAL PLANNER!
The Planning and Development Department (PDD)Principal Transportation Planner is responsible for advanced and professional transportation planning work of complex specialized projects and studies with minimum to no supervision. The ideal candidate will assist in implementing existing transportation rules, design criteria and regulations. The PDD Principal Transportation Planner will also create and lead the development and establishment of alternative solutions to complex transportation engineering issues, while adhering to design criteria outlined in County's and state's design manuals, and new transportation rules, design criteria and regulations. The Principal Transportation Planner is responsible for ultimately delivering projects that are of a high caliber design and quality that achieve the County's vision. This role will play an active role in creating and implementing design standards that support Pasco County's diverse communities in both the Comprehensive Plan and the Land Development Code. The ideal candidate will possess a deep understanding of transportation planning and engineering principals and the implementation thereof via industry approved software, design standards, and strategies.
Essential Job Functions
- Assists in planning, organizing, and directing transportation activities that support management with program and strategy execution, resource leveling, financial balancing, and contract management.
Responsible for quality assurance / quality control activities for Department-produced planning documents and other products.
Utilizes appropriate benchmarks and metrics to analyze and track progress of projects and define success.
Identifies opportunities and solutions for process improvement within the Current and Long-Range Planning group.
Develops and implements transportation planning policy and procedures that merge with local code and zoning regulations.
Uses industry approved transportation planning software tools to generate design alternatives and present solutions clearly and professionally in-line with the overall project vision and goals.
Plays an essential and influential role in updating and development of new Land Development Code requirements for Pasco County.
Assists in the management of the transportation planning group and all related work activities including but not limited to staff evaluations, mentoring, training, and reviewing final work product.
Assists in managing consultants and associated consulting contracts.
Prepares and presents projects to Planning Commission and Board of County Commissioners. Acts as the County subject matter expert on all transportation related matters.
Understands multimodal transportation systems; develops policy, and regulation to achieve a cohesive transportation system for the business, workforce, recreational / leisure, living and cultural needs of the County.
Performs other related duties as assigned.
Knowledge, Skills and Abilities
Leadership Skills
Subject Matter Skills :
Planning : General knowledge of the principals and accepted practices of municipal planning and urban design / town planning which includes traditional neighborhood design, transit-oriented design, redevelopment / infill development and the concept of Mixed-Use Trip Reducing Measures (MUTRM).
Complete understanding of Zoning law and principals and their applicability as they relate to transportation.
Conducting and reviewing transportation analysis to support the zoning changes proposed.
Comprehensive Plan :
Detailed understanding of County's LRTP and Roadway Vision Map and its applicability.
Land Development Code :
Understanding roadway design and related improvement requirements.
Ability to develop regulations and incentives required to support the implementation of County's Vision Plan, while getting buy-in from Pasco County Board and other stakeholders.
Project Management Skill
Communication / Negotiating Skills :
Negotiation for transportation related mitigation with developers as it pertains to large scale developments.
Presentation of ideas and findings
Communication to clearly and concisely, in both written and oral form, convey information to the community-at-large, Board members, stakeholders and other similar audiences.
Planning / Organizational Skills :
Team management to plan, organize and review the work of subordinates as needed
Public speaking to address civic organizations, committees, municipal / county jurisdictions etc.
Liaise with other governmental organizations such as the Metropolitan Planning Organization (MPO), Florida Department of Transportation, US Department of Transportation etc.
Team-Building Skills :
Lead superiors and other County departments, community officials, citizens and State and Federal officials to communicate local transportation planning goals, objectives and policies.
Time Management Skills :
Minimum Requirements
PHYSICAL SKILLS : Ability to communicate effectively using verbal, written and visual communication.
EDUCATION, TRAINING AND EXPERIENCE : Graduation from an accredited college or university with a Master's Degree in Transportation Engineering, Civil Engineering, Project Management or a related field and six (6) years of professional experience in transportation planning and engineering. Experience in transportation planning related to development projects and associated transportation impacts. Three (3) years of experience as a planning project leader and four (4) years of supervisory experience preferred.
LICENSES, CERTIFICATIONS OR REGISTRATIONS : Must possess a valid Florida driver's license. AICP (American Institute of Certified Planners) or P.E.(Professional Engineer) certification required within one (1) year of obtaining the position. PTP (Professional Transportation Planner) certification desired.

Mid-management / Professional grade, and management personnel may receive 40 hours of admin leave per calendar year.
