What are the responsibilities and job description for the Facilities Operations Supervisor position at Pasco County?
Technical supervisory/administrative responsibility of leading team members engaged in overseeing the creation, management, and quality assurance maintenance service contracts and specifications. Provide administrative guidance and support to the Operations & Maintenance division in coordination of building and equipment assets.
Supervises, plans, assigns, and reviews the work of contract support team members to ensure contracts are written, bid, managed, verified, and supported throughout the contract term. Service contract knowledge should include understanding of a wide range of facilities related contracted services (custodial services, HVAC systems, elevator systems, fire alarm and suppression systems, waste collection, pest control, groundskeeping, etc.) Supervises and participates in technical support collaboration between customers, contract support team members, and the department to ensure all stakeholders have the appropriate contracted services and information needed. Provide leadership and coordination to enable team members to utilize a computerized maintenance management system to record building and equipment asset information. Gives assistance and advises of difficult and unusual situations. Plans and assigns related administrative and clerical work. Evaluates employees in the performance of their duties, giving technical advice and direction. Takes and recommends appropriate disciplinary action. Maintains and preserves records and reports related to contracts, specifications, sites maintained and other equipment and asset related information using desktop software and a computerized maintenance management system. Prepares operating budgets related to contracted services for County facilities and participates as a key member of the team to develop the department’s annual budget. Studies work reports, inventory reports, data management system reports and monitors contractor performance and makes recommendations for improvements or initiates corrective action. Applies improved work procedures to ensure safety and contractor performance at County facilities where employees and citizens work and conduct business. Reports unusual problems and recommends or provides solutions. Provides training and writes procedures pertaining to the contract operations and associated responsibilities. Ability to lift and/or move up to 30 pounds and also push or pull heavy objects. Performs related work as required.
- Knowledge of the principles of contract management and service contract quality control.
- Knowledge of the function and operations required to initiate, develop, and implement a procurement package related ongoing contracted services.
- Knowledge and understanding of integrated computer programs, business English, office procedures and maintenance terms.
- Knowledge of financial/business analysis techniques.
- Ability to lead the evaluation of contractor performance and ensure appropriate documentation.
- Ability to reconciling contract payments against allocated funds.
- Ability to interpret operational requirements, regulations, and policies of the Facilities Management Department.
- Ability to lead, advise, coach, and correct team members.
- Ability to make arithmetic calculations with speed and accuracy.
- Ability to research and maintain records, prepare reports, and write procedures and specifications.
- Ability to express ideas clearly and concisely, orally and in writing.
- Must be able to consistently demonstrate a positive attitude, courtesy and respect toward other departments, co-workers, and the general public.
PHYSICAL SKILLS: Ability to lift and/or move up to 30 pounds and also push or pull heavy objects. Ability to communicate effectively using verbal, written and visual communication.
EDUCATION, TRAINING, AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Accounting or a related field and four (4) years' of professional work experience analyzing and tracking data, reviewing contracts and analyzing expenditures OR graduation from an accredited college or university with an Associate degree in Business Administration, Accounting or a related field and six (6) years' of experience OR possession of a High School Diploma or equivalent and eight (8) years' of experience. Two (2) years' of supervisory experience required.
