The Tribal Planner is responsible for planning. Professional planning tasks involve research and analysis of projects relating to economic and community development that will aid in the development of the Tribe and its members. The Community Development Program's goal is to improve the tribal communities through planning and development.

  • Recommends, negotiates, and commissions technical and planning project consultants for the tribal planning, technical analysis, and implementation of community projects.
  • Serves as the principal infrastructure planner for development projects.
  • Recommends and defines project objectives and delivery prior to contracting with outside consultants.
  • Attends committee and subcommittee meetings, coordinates architectural and resources planning efforts with government agencies.
  • Reviews and monitors technical and design consultants commissioned to do community planning projects.
  • Reviews architectural and planning projects for design; coordinates documentation of drawings, studies, and research information; advises tribe on design and planning issues.
  • Assists in organizing and mobilizing groups.
  • Responsible for preparation and facilitation of community workshops.
  • Responsible for developing and maintaining working relationships between communities, neighborhoods, funding agencies, and the public at large.
  • Acts as a referral and resource person to internal departments, neighborhood groups, and surrounding Yaqui communities.
  • Performs project planning through community survey, outreach planning and coordination, and community government grants administration.
  • Coordinates collection of resource data and needs surveys as they relate to planning and development.
  • Conduct complex research. Provide analysis and recommendations to management.
  • Assist with transportation planning, energy planning, and other utility planning as appropriate.
  • Prepares progress reports and maintains records of correspondence, public meetings, and public input.
  • Demonstrate working knowledge of federally-funded programs in order to prioritize and assist in grant-writing for projects.
  • Performs other related duties as assigned.

Knowledge of:

  • Principles of site planning
  • Principles, practice, and techniques of economic and community planning, zoning, and building and design/construction
  • Project management including mastery scope, cost, and time management
  • Techniques of planning research and its application
  • Land Use regulations and zoning codes
  • Principles of budgets
  • Statistical methods

Skills and Abilities:

  • Administrative and organizational skills
  • Apply the principles and practices of urban or regional planning to meet Tribal requirements
  • Design, principles, reviews, and guidelines
  • Interpret planning requirements and objectives to interested groups and the general public to achieve Tribal goals
  • Conduct research on social, and infrastructure challenges of the community if directed
  • Compile statistical information and prepare technical reports
  • Coordinate project contracts with other departments
  • Interpret laws pertaining to Tribal planning in the local and regional context
  • Meet and deal tactfully with Tribal members, the public, and the external agencies establish and maintain effective working relationships with employees, other agencies, and the public
  • Give and follow written and verbal instruction
  • Communicate effectively verbally and in writing
  • Ensure the program objectives are delivered in timely manner
  • Provide technical information
  • Use Microsoft Office, project management, and database programs

Bachelor's in planning or closely related area; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed.

AND

  • Experience in Indian Country preferred, but not required
  • Bilingual English/ Spanish preferred, but not required

Special Requirements:

  • This position may require the incumbent to work non-traditional hours, nights, and weekends;
  • Must possess and maintain a valid Arizona Driver?s License;
  • Must pass a background check and drug test; fingerprinting requirement determined by funding and sensitivity of position.
