JOB DESCRIPTION

Job Title: Probationary Laborer

Department: Maintenance

Reports to: The Supervisor of Maintenance and/or Director of Operations

SUMMARY

The position of Laborer is responsible for the care and cleanliness of all common areas. The Laborer maintains the grounds of the developments, which can include the operation of mowers and other landscaping equipment. A large portion of the Laborer’s time is organized by a standard schedule. Special projects consistent with the job duties of the Laborer can be assigned.

SUPERVISION

The Laborer is provided with direct supervision by either a Property Foreman or the Facilities Manager. From time to time, a Maintenance Mechanic may be designated supervisory duties for a crew of laborers.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Cleaning of the central office, bathrooms, hallways, community rooms, laundry facilities, and community room kitchens.
  • Cleaning includes floor surfaces (vacuum, or wash and wax), all wall surfaces, all windows, all counters, sinks, and toilets. Periodic cleaning of appliances and dusting of all surfaces is included.
  • This work is to be done in accordance with the Authority’s cleaning schedule.
  • Cleans vacant units upon resident move-out or unit abandonment in preparation for the vacancy turnover process.
  • Cleans units made ready for occupancy after completion of maintenance work.
  • Performs specific seasonal preventive maintenance such as checking smoke detectors, emergency lights, cutting off water to sill cocks, cleaning dryer vents, and adjusting exterior light timers and other interior or exterior maintenance.
  • Polices grounds for trash and litter and empties interior and exterior trash receptacles for pick-up.
  • Performs all lawn maintenance, including mowing, edging, grooming, and fertilizing. Trims shrubs. Distributes mulch in designated areas. Assisted in replacement and seasonal plantings, as identified by our Landscape Mechanic. A Landscape Mechanic may be designated to supervisory a crew of laborers for major landscaping seasonal maintenance from time to time.
  • Replaces light bulbs in common areas.
  • Performs snow removal and periodic re-sanding or de-icing of walks and entranceways, including shoveling of all exterior pathways at a particular site.
  • Performs any and all necessary maintenance work related to residential apartments.

SECONDARY JOB DUTIES

  • Moves and sets-up furniture in common areas and community rooms. Performs minor repairs to common area and community room furniture and other working items found in any community spaces or rooms utilized as common space.
  • Takes periodic inventory of maintenance materials and supplies to evaluate stock on hand to prepare requisitions for a Property Forman and Facilities Manager.
  • Perform all other related duties as assigned.
  • Ability to move heavy furniture, supplies and equipment.

ETHICAL STANDARDS AND PERFORMANCE CRITERIA

  • The Laborer will be evaluated on his/her ability to perform the task delegated to him/her efficiently and timely, free from defects and waste of maintenance materials.
  • Excessive callbacks to redo or complete partial work will be considered a poor performance. Courtesy to residents and members of the general public is expected at all times. The ability to follow directions in the form of oral instruction or written procedure and work with other staff in a cooperative manner is essential to good performance.

EDUCATIONAL LEVEL AND EXPERIENCE

  • High School diploma or equivalent educational experience required vocational training in one of the work classifications listed in the Section on Essential Job Duties; or
  • Two years of experience performing tasks identical to those in the Section on Essential Job Duties.
  • A minimum of five (5) years’ experience in the field of landscaping maintenance or applicable field;
  • Industrial Arts/Vocational education (preferred);
  • Ability to understand English language to an acceptable level for productivity standards.

EXPERIENCE IN RELATED FIELD

  • A high school diploma preferred along with prior maintenance experience of at least one year; or
  • Two years of experience performing tasks identical to those listed in this job description, both Essential and Secondary Job Duties.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Must have the ability to read and write at a high school graduate level.
  • Spanish speaking preferred both written and verbal.
  • Ability to maintain confidentiality in all assignments.
  • Ability to relate and interact with elders, disable, and families in low- and moderate-income housing settings.
  • Ability to be flexible and perform work under time pressure.
  • Ability and willingness to learn appropriate skills, accept responsibility to complete assignments as directed.
  • Ability to work harmoniously with other agency personnel.
  • Must possess a current driver’s license and auto insurance coverage.
  • Ability to read signs and follow verbal and written instructions.
  • Ability to perform labor, which requires reaching full extension, bending at the waist and knees, lifting at least fifty pounds without assistance, and a sense of balance sufficient for standing on a ladder at least six feet in height for an extended time period.
  • Note: (New Hires may be required to take a medical exam after a job offer and prior to starting work at the Authority.)
  • Knowledge of cleaning materials and techniques and the like.
  • Skill with a wide range of hand tools and power equipment such as drills, wrenches, hammers, pliers, saws, mowers, hedge trimmers, rakes, shovels, and the like.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

  • Positions requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties.
  • The class also requires both near and far vision when inspecting work and operating assigned equipment.
  • The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required.
  • Additionally, incumbents in this indoor/outdoor class work in all weather conditions including wet, hot and cold.
  • Incumbents may use cleaning and lubricating chemicals, which may expose the employee to fumes, dust and air contaminants.
  • The nature of the work also requires incumbents to climb ladders, use power and noise producing tools and equipment, drive motorized vehicles, work in heavy vehicle traffic conditions and often work with constant interruptions.
